This position is for an Administrative Officer specialising in Supply Chain Management and Fleet Administration, based in Bellville within the Department of Infrastructure, Western Cape Government. The role sits at a Level 07 grade and is central to ensuring the smooth running of the department’s fleet operations, asset control, and broader administrative support functions. As part of the provincial infrastructure team, the incumbent will be expected to maintain compliance with operational standards, manage critical registers, and provide reliable support to both professional and technical staff. The work is varied and requires a strong understanding of public service procedures, procurement processes, and modern governance systems, making it an ideal opportunity for an experienced administrative professional looking to contribute to the efficiency of a government department.
To be considered, applicants must hold a qualification at NQF level 6 or higher, as recognised by SAQA, and have at least one year of relevant experience. A valid Code B or higher driving licence is required, although people with disabilities that restrict driving abilities but who have reasonable access to transport are also encouraged to apply. The role demands a solid knowledge base covering information systems used in line function management, procurement and tendering processes, monitoring and review mechanisms, human resources management, labour relations legislation, and performance management. In addition, candidates should possess strong numeracy, computer literacy, language and communication skills, as well as planning, organising, administrative, interpersonal, and people management abilities. These competencies are essential for handling the diverse responsibilities of the post effectively.
The core duties revolve around fleet administration, asset control, and operational compliance management. This includes administering, verifying, and maintaining the motor driver’s licence register for all personnel, as well as managing workshop, service, and parts manuals. The officer will also provide administrative support services, handle telephonic enquiries, respond to machine and procurement enquiries, and manage communication channels. Filing and records management are key components, along with the administration of registry files and the coordination of stationery requirements. The role also involves administering the Plant Management Competition, which adds a specialised element to the daily workload. Stakeholder management is another important aspect, requiring the officer to liaise effectively with internal and external parties to ensure seamless service delivery.
Beyond these operational tasks, the position carries significant people management responsibilities. The successful candidate will be expected to manage staff, including work allocation, supervision, and mentoring, while also implementing and overseeing the Staff Performance Management System for reporting staff. This includes contracting, conducting reviews, and completing final assessments in line with departmental policies. The officer must apply progressive discipline where necessary, ensuring compliance with labour relations prescripts, and identify staff development needs to facilitate training, coaching, and other capacity-building initiatives. This blend of administrative and supervisory duties means the role is well-suited to someone who can balance attention to detail with strong leadership and team development skills.
Shortlisted candidates should note that the selection process includes interviews, as well as two pre-entry assessments: a practical exercise to determine suitability based on the post’s technical and generic requirements, and an integrity assessment focusing on ethical conduct. Candidates will also be required to submit duly completed and signed vetting and supporting documentation within a specified timeframe, and failure to do so without reasonable justification may result in exclusion from the process. By applying, candidates consent to the Western Cape Government contacting previous employers for employment references, including enquiries about disciplinary records and reasons for leaving. The selection process will be guided by the employment equity targets of the employing department, reflecting the organisation’s commitment to transformation. This is a demanding but rewarding role for an organised, proactive individual who thrives in a structured environment and is committed to upholding the standards of public administration.
