This position offers an opportunity to contribute to the quality assurance and evaluation functions within the Western Cape Mobility Department, a provincial government entity. As an Administrative Officer focused on Quality Management and Evaluation, the successful candidate will operate within the Sub-Directorate, providing essential administrative and coordination support that underpins the department’s commitment to effective governance, compliance, and service delivery. The role is structured as a Level 07 position within the government’s Occupational Specific Dispensation (OSD) framework, reflecting its professional administrative nature. The work is situated at the intersection of policy implementation, data management, and internal control, requiring a candidate who can navigate regulatory frameworks while supporting the broader objectives of the department.
To be considered for this role, applicants must hold an appropriate three-year tertiary qualification, such as a National Diploma or a Bachelor’s degree, or a higher qualification. In addition, a minimum of one year of relevant administrative support experience is required. The ideal candidate will bring a solid working knowledge of legislation, regulatory frameworks, policies, and best practices relevant to the line function, as well as familiarity with information systems that support knowledge and information management. Practical experience in administrative procedures, project management functions, project coordination, and project-related analytics is essential. The role also demands proficiency in designing and implementing data collection tools, collecting and analysing data, ensuring data quality, and managing data and related information. Candidates should be comfortable with monitoring and evaluation tools, data verification and analysis, creating dashboards, and developing monitoring and evaluation instruments. Additional competencies include data management and integrity, information and records management, operational management practices, and an understanding of procurement and tendering processes. Strong skills in numeracy, literacy, computer use, language proficiency, project management, and legal administration are required, along with well-developed abilities in communication, research, analytical thinking, organising, planning, time management, problem-solving, record keeping, and minute taking. The role demands the capacity to work under pressure, willingness to work irregular hours and meet tight deadlines, and the ability to draft submissions, memoranda, reports, plans, and letters. A well-developed ability to build credibility, trust, and cooperation through interpersonal interactions is also essential, and candidates must have no criminal record.
The core duties of the position are multifaceted. The officer will render support in the development and maintenance of training policies and processes as part of the External Governance of the Quality Management System. This involves supporting the monitoring of all quality assurance aspects, particularly administrative elements, to ensure compliance with relevant policies and procedures under the Internal Governance process. The role also includes supporting the monitoring of Service Level Agreements to ensure compliance and relevance. In addition, the officer will render line administrative support services to the Sub-Directorate and contribute to research and development activities. This combination of duties means the post holder will be actively involved in ensuring that the department’s quality management systems are robust, compliant, and continuously improved.
Shortlisted candidates should note that the selection process includes interviews, the submission of vetting and supporting documentation, and two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to employment reference checks, including enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding role for a detail-oriented administrative professional seeking to make a meaningful contribution to public sector governance and quality assurance.
