This position offers an opportunity to contribute to the regulation of public transport within the Western Cape Mobility Department, a provincial government body. As an Administrative Officer focused on processing, the successful candidate will play a key operational role in the administration of operating licences under the National Land Transport Act. The work is central to ensuring that applications for operating licences are handled correctly, that legal procedures are followed, and that the department’s records and systems support effective decision-making. The role sits within a busy government environment where accuracy, adherence to legislation, and the ability to manage multiple tasks under pressure are essential.

To be considered, applicants need an appropriate three-year tertiary qualification, such as a National Diploma or a bachelor’s degree, together with at least one year of practical administrative support experience. The role demands a solid working knowledge of the National Land Transport Act, specifically as it relates to processing operating licence applications, preparing cases for cancellation, notifying operators about renewals, and arranging for applications to be published in the Government Gazette. Familiarity with general office administration, database management, information and records management, and administrative procedures is also required. In addition, the ideal candidate will bring a range of skills including numeracy, literacy, computer proficiency, language proficiency, project management, and an understanding of accounting, finance, audit, and legal administration. Strong reporting, problem-solving, communication, planning, organising, and research abilities are equally important, as is the capacity to work under pressure, work irregular hours when necessary, and meet tight deadlines.

The main duties involve rendering support with the processing of operating licence applications, which includes checking documentation, preparing files, and ensuring compliance with relevant legislation. The officer will also perform communication duties, liaising with internal stakeholders and external parties such as applicants and operators. Another key responsibility is coordinating the attendance of committee hearings, which requires scheduling, preparing documentation, and ensuring that all parties are informed. The role also involves the effective utilisation of the PTRS system, a specialised transport records system, and includes supervisory functions, meaning the post holder may oversee junior staff or specific administrative processes. This combination of technical, organisational, and supervisory tasks makes the position well-suited to someone who is detail-oriented and capable of managing a varied workload.

Shortlisted candidates should note that the selection process includes interviews, the submission of vetting and supporting documentation within a specified timeframe, and two pre-entry assessments: one practical exercise testing technical and generic suitability, and another assessing integrity and ethical conduct. The department’s employment equity targets will guide the selection process, and by applying, candidates consent to reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. This is a permanent, OSD-graded post within the public service, offering a chance to build a career in transport administration while contributing to the safe and lawful operation of the province’s public transport system.
