This position offers an opportunity to contribute to the regulation of public transport within the Western Cape Mobility Department, a provincial government entity responsible for transport oversight. As an Administrative Officer focused on Operating Licence and Permits Processing, the successful candidate will be part of a team that manages the administrative lifecycle of operating licences under the National Land Transport Act. The role is based within the Western Cape Government and is available for multiple posts, reflecting the operational demand within this unit. The work is central to ensuring that applications, renewals, cancellations and related statutory processes are handled accurately and in line with legal requirements.

To be considered, applicants must hold an appropriate three-year tertiary qualification, such as a National Diploma, Bachelor’s degree or higher, and have at least one year of administrative support experience. The role demands a solid working knowledge of the National Land Transport Act (Act No. 5 of 2009), the procedures for operating licence applications, the preparation of cases for cancellation of licences, and the notification of operators regarding renewals. Familiarity with publishing licence applications in the Government Gazette, database management, record administration and general support systems is also essential. Candidates should bring strong numeracy, literacy, computer literacy and language skills, along with project management, accounting, finance, audit, economic, financial and statistical analysis, and legal administration capabilities. Additional personal attributes include reporting, problem-solving, communication, planning, organising, research, the ability to work under pressure, and a willingness to work irregular hours and meet tight deadlines.

The core duties involve rendering support with the processing of operating licence applications, which includes managing documentation and ensuring procedural compliance. The officer will also perform communication duties, likely liaising with applicants, operators and internal stakeholders. Coordinating attendance at committee hearings is another key responsibility, requiring careful scheduling and logistical organisation. The role further entails the effective utilisation of the PTRS system, the department’s operational tracking system, and includes supervisory functions, meaning the incumbent may oversee junior staff or specific workflow areas. This combination of administrative, coordination and supervisory tasks makes the post suitable for someone who is organised, detail-oriented and capable of managing multiple priorities.

Shortlisted candidates should note that the selection process includes interviews, the submission of vetting and supporting documentation within a specified timeframe, and two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment focused on ethical conduct. The selection process will be guided by the employment equity targets of the department, and by applying, candidates consent to reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. The working environment is fast-paced, with strict deadlines and occasional irregular hours, so resilience and adaptability are important. This is a structured administrative career opportunity within a government department, offering exposure to transport law, regulatory processes and public service delivery.
