The Administrative Officer: Land Transport Development position sits within the Western Cape Mobility Department, a provincial government body responsible for transport planning, regulation, and development. This role is central to the smooth running of the land transport development unit, providing essential administrative and operational support while ensuring that all activities align with the relevant legislative and regulatory frameworks. The officer will work within a structured public-sector environment, supporting the department’s mandate to manage transport-related policies, projects, and compliance obligations. This is a hands-on administrative post that requires a blend of financial acumen, project coordination, and knowledge of government processes.
To be considered, applicants must hold an appropriate three-year tertiary qualification, such as a National Diploma or a bachelor’s degree, and have at least one year of relevant administrative support experience. Beyond these formal requirements, the role demands a working knowledge of legislation, regulatory frameworks, policies, and best practices applicable to the transport line function. The successful candidate will need to manage financial processes in line with the Public Finance Management Act, National Treasury Regulations, and Provincial Treasury Instructions, as well as handle procurement and tendering procedures. Familiarity with information systems used for knowledge management, general office administration, and database management is essential. Strong numeracy and literacy skills, effective communication in the required language, and the ability to conduct data analysis and basic research are also key. The post requires someone who can manage projects, implement operational management practices, and perform accounting, finance, and audit functions with accuracy.
The main duties are broad and include financial administration, administrative and operational support, compliance monitoring, governance and knowledge management, procurement, and asset and resource management. In practice, this means preparing and processing financial documents, maintaining records, supporting tender processes, ensuring adherence to regulatory requirements, and assisting with the implementation of transport development projects. The officer will also be responsible for managing physical and digital assets, supporting internal controls, and contributing to the department’s knowledge base.
Shortlisted candidates should note that the selection process includes interviews, vetting and supporting documentation, and two pre-entry assessments: one practical exercise and one integrity assessment. The department’s employment equity targets will guide the selection process, and applicants consent to employment reference checks, including disciplinary records and reasons for leaving. This is a demanding but rewarding opportunity for an organised, detail-oriented professional seeking to contribute to public transport development in the Western Cape.
