This permanent position offers an opportunity to serve as the Administrative Officer for Human Resource Management at Eerste River Hospital, operating within the Chief Directorate: Metro Health Services. The role is central to the smooth functioning of the hospital’s human resource section, requiring a hands-on professional who can translate HR policies and prescripts into effective daily practice. As the administrative officer, you will be responsible for ensuring that all HRM processes are implemented efficiently and in line with applicable legislation and departmental standards. This includes overseeing the full employment lifecycle, from recruitment and selection through to appointments, service terminations, salary administration, and the management of general conditions of service. You will also be expected to supervise Administration Clerks, ensuring that the HR section operates cohesively and delivers a reliable service to both management and staff.
The core duties are broad and demand a solid understanding of public service HR operations. You will manage and approve PERSAL transactions related to personnel provisioning and salary administration, audit leave and personnel files, handle debt management, oversee pension administration, and manage pay sheets. The role also involves administering Occupation Specific Dispensations (OSD) and grade progression, as well as performance management processes and the preparation of relevant reports. In addition, you will maintain effective recruitment and selection services, support human resource development initiatives, and contribute to labour relations. A key part of the job is providing a strong support function to management and personnel, which means you must be able to advise on HR matters, resolve queries, and ensure compliance with policies and procedures.
To be considered, applicants must hold a Senior Certificate or equivalent qualification. The role requires appropriate experience in a human resources environment, specifically covering salary administration, service conditions, personnel management, performance management, HRD, labour relations, and recruitment and selection. Practical experience with the PERSAL system is essential, as is computer literacy in MS Office packages including Word, Excel, PowerPoint, and Outlook. You should also possess knowledge of the policies, legislation, guidelines, standards, and procedures that govern HR practice in the public sector. The inherent requirements of the job include a willingness to work overtime when necessary, reflecting the operational demands of a hospital HR unit. Importantly, no payment of any kind is required when applying for this post, and the position is graded according to the OSD framework, with service benefits forming part of the remuneration package. This is a demanding but rewarding role for an experienced HR professional seeking to make a tangible contribution within a healthcare setting.
