This administrative officer position is located within the demand management component of the department’s supply chain management unit, based at head office in Pretoria. The role supports the line manager in ensuring that the procurement of goods and services is properly planned, specification-driven and compliant with public sector regulations. It is a key function within the department’s broader financial and supply chain operations, helping to ensure that resources are acquired transparently, efficiently and at value for money. The post forms part of the management echelon and carries the responsibilities of a junior administrative professional within a structured government environment.
Applicants must hold an appropriate National Diploma in Procurement Management, Supply Chain Management, Logistics or Business Management at NQF Level 6, recognised by the South African Qualifications Authority, together with at least one year of experience as an administration clerk in supply chain management. A working knowledge of the Public Finance Management Act, Treasury Regulations, the Preferential Procurement Policy Framework Act, the Supply Chain Management Framework and the LOGIS system is essential. The role also requires strong computer literacy, financial skills, good verbal and written communication abilities, and the capacity to interact with stakeholders at different levels. Thinking demands include problem solving, creativity, negotiation skills and report writing.
The core duties involve assisting the line manager with demand planning, including capturing and clarifying end user specifications. The officer will process requests for goods and services, conduct market research and contribute to the development of sourcing strategies. In addition, the successful candidate will act as secretariat for the bid specification committee for requests below the value of R500 000, ensuring that committee proceedings are accurately recorded and that specifications are complete, compliant and fit for purpose. This calls for meticulous attention to detail, sound organisational ability and a firm grasp of procurement legislation and procedures.
Applicants should take careful note of the application conditions. A fully completed Z83 form, using the 2021 version, must be submitted together with a comprehensive CV as a single PDF document, with the correct job title and reference number indicated in the email subject line. The department will not consider old Z83 forms, faxed applications, JPEG attachments or late submissions. Shortlisted candidates will be required to produce certified copies of qualifications and, where applicable, a SAQA evaluation report for foreign qualifications. All shortlisted candidates will undergo pre-entry assessments, including a practical exercise and an integrity assessment, and may be subjected to personnel suitability checks covering criminal records, citizenship, credit records, qualification verification and employment verification. By applying, candidates consent to the processing of their personal information in accordance with the Protection of Personal Information Act. The successful candidate must enter into a performance agreement within three months of appointment. The department reserves the right not to make an appointment, and applicants who have not been contacted within three months of the closing date should regard their application as unsuccessful.
