This position offers an opportunity to contribute to the smooth financial and administrative functioning of the Emergency Medical Services (EMS) within the Western Cape’s Emergency and Clinical Support Services directorate. As an Administration Clerk specialising in support for Aeromedical Services, the successful candidate will be based within the EMS environment and will play a key role in managing the financial administration associated with contracted service providers. These providers include private ambulance companies, aeromedical services (AMS), and non-profit organisations (NPOs) that deliver emergency care. The role is essentially a bridge between operational service delivery and the financial controls that ensure public funds are spent correctly, transparently, and in line with regulatory requirements.

To be considered for this role, applicants must hold a Senior Certificate or equivalent qualification. In addition, the role requires appropriate experience in administering financial processes and information, specifically in verifying invoices, claims, and supporting proof of service. Practical experience in liaising with contracted providers, as well as with Finance and Supply Chain Management units, is essential. The inherent requirements include a valid driver’s licence, computer literacy in Microsoft Office, e-mail and internet applications, and a willingness to travel when required. The ideal candidate will also demonstrate knowledge of invoice processing, claims reconciliation, expenditure monitoring, and recordkeeping. Familiarity with service level agreements, purchase orders, financial controls, and the Public Finance Management Act (PFMA) is expected, as these frameworks govern how payments and contracts are managed.

The core duties of the post revolve around the full cycle of provider payment administration. The clerk will receive, register, and track invoices from contracted providers, ensuring that every claim is properly documented and accounted for. This involves verifying each invoice and its supporting proof of service against the relevant service level agreement, purchase order, tariff structure, and approved activity. The role also requires reconciling provider claims and proactively following up on missing, duplicate, or inconsistent information to resolve discrepancies before payment. Maintaining accurate monthly expenditure and utilisation records for the Business Solutions contract and the broader contracted provider portfolio is another key responsibility. The clerk must flag expenditure risks, outstanding invoices, and instances of over- or under-utilisation for management attention, thereby supporting informed decision-making. Regular liaison with contracted providers, Finance, and Supply Chain Management is required, as is providing administrative support to EMS Supervisors.

This is a provincial government post advertised through a circular, and applicants should be aware that no payment of any kind is required when applying. The role offers a stable career path within the public health sector, with a focus on financial accountability and service delivery support. Candidates who are detail-oriented, able to prioritise under pressure, and comfortable working both independently and as part of a team will find this a rewarding position. Strong communication and interpersonal skills are essential, as the role involves daily interaction with internal departments and external service providers. The closing date and application instructions are provided in the full vacancy notice, and all applications must be submitted through the official online portal as specified.
