    This position is for an Administration Clerk specialising in Supply Chain Management within the Engineering and Technical Support Services directorate of the Western Cape Education Department. The successful candidate will be stationed at the Bellville Engineering Workshop at Head Office in Cape Town, playing a key administrative and compliance role in the procurement and financial workflows that support the department’s engineering and technical projects.

    To be considered, applicants must have a Senior Certificate, or equivalent, with Mathematics and/or Accounting as a passed subject, or a Senior Certificate combined with relevant experience and competencies that directly relate to the key performance areas of this role. In addition, a background of appropriate experience in Supply Chain Management is required. The role demands a solid understanding of SCM processes, financial management principles, and relevant legislative frameworks. Specifically, knowledge of the Preferential Procurement Policy Framework Act (PPPF), Broad Based Black Economic Empowerment (BBBEE), and the Construction Industry Development Board (CIDB) regulations is essential for ensuring that all procurement activities are lawful, transparent, and aligned with national transformation objectives.

    The main duties cover both demand and acquisition management for goods, services, and infrastructure. The clerk will advertise bids and source quotations through the Electronic Procurement System (EPS), prepare procurement batches for the Quotation Committee, and participate in the adjudication of bids via the same system. Ensuring every transaction complies with legislative and prescript requirements is a core responsibility. The role also involves preparing and processing all documentation for BAS payments, updating and recording projects on the Engineering database, and providing general administrative support for ad hoc functions as required. This means the clerk must be organised, detail-oriented, and capable of managing multiple procurement files simultaneously while maintaining accurate records and audit trails.
