    This position offers an opportunity to contribute to the smooth functioning of a public healthcare facility as a permanent Administration Clerk within the Supply Chain Management unit at Oudtshoorn Hospital, which falls under the Garden Route District of the Western Cape Department of Health. The role is central to ensuring that the hospital obtains the goods and services it needs in a transparent, accountable, and cost-effective manner. As a member of the SCM team, the successful candidate will work closely with colleagues in both supply chain and finance, providing essential administrative support while helping the department meet its procurement and audit obligations.

    The core duties focus on the demand and acquisition of goods and services. This includes processing ESL buy-out requests, advertising quotations on the Electronic Procurement System (EPS), and preparing quotations for presentation to the Quotation Committee and for adjudication. Accurate record keeping is a key responsibility, with the clerk expected to maintain all relevant SCM and procurement documentation in an organised and accessible way. Ensuring audit compliance is another major part of the job, meaning the candidate must apply all departmental SCM policies and internal procurement procedures consistently. The role also involves reporting to the supervisor and providing relief duties, which extends to supporting the broader SCM and Finance team when needed.

    To be considered, applicants must have a Senior Certificate or equivalent, with Mathematics or Accountancy as a passed subject, or alternatively a Senior Certificate with experience and competences that directly address the key performance areas of the post. Practical experience is essential, particularly in LOGIS and the Electronic Procurement System (EPS), as well as experience with ESL and contracts, and a solid background in Supply Chain Management. The ideal candidate will also have appropriate knowledge of the Accounting Officer’s System and SCM Delegations of the Department, familiarity with the Western Cape Supplier Database and Centralized Supplier Database, and strong computer literacy in Windows, Word, Excel, Outlook, and SharePoint. Good written and verbal communication skills are necessary for interacting with colleagues, suppliers, and committee members.

The employee must be willing to rotate within the Supply Chain Management Department and relieve colleagues when required, which calls for flexibility and teamwork.
