This position offers an opportunity to contribute to the efficient functioning of government printing services as an Administration Clerk specialising in printing outsourcing, based in Pretoria. The role sits within a division responsible for managing the outsourcing of printing work to external contractors, ensuring that all processes align with legislative frameworks and departmental policies. The successful candidate will act as a key administrative link between the department, external service providers, and various government bodies at both national and provincial levels, helping to ensure that printing projects run smoothly, meet specifications, and are delivered on time.
To be considered, applicants must hold a Grade 12 certificate. While not strictly required, a three-year degree in Supply Chain Management, an NQF5 certificate in contract management, or two years of experience in the supply chain management field will serve as a strong advantage. A solid understanding of the relevant supply chain management legislative framework, regulations, and prescripts is essential. This includes basic knowledge of the Public Finance Management Act (PFMA), the Preferential Procurement Policy Framework Act (PPPFA), financial and contract management frameworks, Treasury Regulations, GRAP, BBBEE, as well as general Public Service regulations and departmental policies and procedures.
The core duties revolve around providing effective administrative support throughout the printing outsourcing process. This includes checking and verifying contractor quotes and invoices against agreed contract tariffs, maintaining daily records of printing contract progress, and ensuring that specifications align with the relevant printing contracts. The clerk will also liaise with external contractors and government departments to facilitate smooth operations. Additional responsibilities include preparing and verifying quotations, ensuring accurate recordkeeping and filing, and supporting quality control and inspection processes. This involves documenting quality checks, identifying risks, and coordinating with stakeholders to monitor the quality, accuracy, and timely delivery of printed products. The role also encompasses general administration, such as maintaining proper records systems, photocopying, scanning, filing, managing personnel records, and keeping the leave register for the section. Timely and accurate reporting is required, as is participation in reviewing and updating standard operating procedures. The clerk will help identify outdated or unclear SOP content, propose improvements, and maintain records of reviewed documents. Finally, the position involves assisting with supplier monitoring and performance assessments, ensuring that contracted suppliers deliver goods and services in line with the Contract Management Framework, and reporting any poor service quality to the Contract Management unit.
This is an OSD-graded post with a salary level of five, and the department offers a competitive package in lieu of benefits. The department is an equal opportunity, affirmative action employer and intends to promote equity across race, gender, and disability through this vacancy. Shortlisted candidates will be required to undergo pre-entry assessments, including a practical exercise and an integrity assessment, and successful candidates will be subject to personnel suitability checks, including criminal record, citizenship, credit, qualification, and employment verification. Applicants should note that by applying, they consent to the processing of personal information in line with POPIA. The department reserves the right not to fill the post, and the successful candidate will be required to enter into an employment contract and performance agreement.
