This position is for an Admin Officer specialising in Tender Administration and Vetting within the Acquisitions Directorate, specifically supporting the Construction Procurement (Health) unit at the department’s Head Office in Johannesburg. The role is essential to ensuring that the tendering process for construction-related health projects is transparent, compliant, and properly documented. Working within the broader supply chain management environment, the officer will act as a gatekeeper for tender documentation, from the initial advertisement of invitations through to the final vetting of suppliers and service providers. The context is a public sector setting governed by strict regulatory frameworks, so the successful candidate must be comfortable operating within formal procedures while also using their own initiative and analytical skills to manage competing tasks and deadlines.

To be considered, applicants need an undergraduate qualification at NQF level 6 or 7, recognised by SAQA, in fields such as Supply Chain Management, Economics, Accounting, or Logistics. In addition, a minimum of one to two years of experience in a supply chain management environment is required, along with a valid driver’s licence. The role demands a thorough working knowledge of the Public Service Regulatory Framework, the department’s strategy, supply chain management policy and procedures, the Public Finance Management Act, Treasury Regulations, financial delegations, and risk management principles. Familiarity with accounting standards is also necessary. Candidates must demonstrate strong communication and computer literacy, analytical thinking, and report writing skills, while also being a team player who can work independently, maintain confidentiality, remain professional, and deliver quality results under pressure.

The core duties of the role are wide-ranging and involve managing the full lifecycle of tender administration. This includes preparing tender advertisements for platforms such as the CIDB iTender, the Government Tender Bulletin, and other suitable media, making tender documents available, issuing them, collecting deposits, and issuing receipts. The officer will compile registers of issued documents, manage a dedicated tender box, record late tenders, and open tenders in line with procurement specifications. They must mark and organise documentation according to departmental construction procurement procedures, publish the names of tenderers who submitted on time on the departmental website, and verify that all proposals are complete, accurate, and properly signed. The vetting side of the role is equally critical: the officer must verify tax compliance, B-BBEE status, declarations of interest, and ensure that bidders are not listed on restricted supplier or tender defaulter databases. They must also confirm joint venture agreements and subcontractor registrations where applicable, check professional registration documentation, and prepare schedules identifying non-responsive tenders with reasons. Beyond individual tenders, the officer will collect and validate vetting forms, undertake physical vetting processes, and maintain the supplier database by extracting lists of recurring professional and contractor service providers, verifying their addresses, bank details, tax clearance, and B-BBEE certificates, and communicating with providers to update information. Administrative duties include developing and maintaining filing systems, recording and retrieving correspondence and data, and drafting submissions, memos, and letters.

Notable information about the role includes the requirement to submit applications using the new Z83 form, with a fully completed and signed declaration, accompanied by a comprehensive CV. Foreign qualifications must be accompanied by a SAQA evaluation certificate. Shortlisted candidates will be required to undergo two pre-entry assessments, including a practical exercise and an integrity assessment, and the suitable candidate will be subject to personnel suitability checks covering vetting, criminal record, citizenship, credit records, qualification verification, and employment verification. The department encourages applications from youth, people with disability, and candidates from designated groups, with a medical practitioner’s confirmation of disability required where applicable. The department reserves the right not to make an appointment, and applicants who do not receive a response within three months should consider their application unsuccessful.
