This position offers an opportunity to contribute to the professional growth of the education sector within the Eastern Cape Department of Education. Based at the Head Office in Zwelitsha, the Admin Officer for Skills Development operates within the Human Resource Development directorate, where the primary focus is on facilitating the training and development of departmental staff. The role is central to implementing the department's strategic skills development plans, ensuring that bursaries are processed correctly, and that all related administrative functions are executed with precision and in line with government regulations. This is a demanding role that requires a blend of administrative expertise, a solid understanding of human resource principles, and the ability to liaise effectively with a wide range of internal and external stakeholders.

To be considered for this role, candidates must possess a three-year undergraduate qualification at NQF Level 6 in Human Resource Management, Training, Public Management, or Administration, as recognised by SAQA. This academic foundation must be supported by a minimum of three to five years of relevant experience within a Human Resource Management environment. The role demands strong computer literacy, a valid driver’s licence, and a willingness to travel. Beyond these technical requirements, the ideal candidate will demonstrate excellent planning and organisational skills, professional integrity, and the ability to work both independently and as part of a team. A good working knowledge of the legal framework governing human resources is essential, and familiarity with the education sector will be considered a distinct advantage.

The duties of this post are comprehensive and central to the smooth operation of the component. The successful candidate will be responsible for implementing all training and development programmes in line with approved plans and for managing the bursary process from start to finish. A significant portion of the role involves meticulous record-keeping, including updating registers, capturing data, and maintaining the component’s filing system, asset register, and leave and attendance registers. The role also encompasses a range of administrative support functions, such as handling routine enquiries, managing correspondence, arranging travel and accommodation, and overseeing petty cash and telephone accounts. Furthermore, the officer will be involved in procurement activities, including obtaining quotations and completing forms for standard office items, as well as checking the correctness of subsistence and travel claims. In a supervisory capacity, the role includes allocating work, ensuring quality, assessing staff performance, and applying disciplinary measures where necessary.

Applicants should note that this is a permanent post graded at Level 07. The selection process will be rigorous and will include a personnel suitability check, which covers criminal, citizenship, financial, qualification, and employment verification. Shortlisted candidates will be required to undergo pre-entry assessments, including a practical exercise and an integrity assessment, to determine their technical and ethical suitability for the role. It is important to note that only shortlisted candidates will be contacted, and if no response is received within six months of the closing date, the application should be considered unsuccessful.
