This permanent opportunity as an Admin Officer for Human Resource Development offers a valuable role within the Eastern Cape Department of Education’s district offices. With five posts available across different centres, the successful candidates will form part of the Education District Office component, contributing directly to the administration and delivery of HR development services. The role is ideal for a motivated, professional HR administrator who understands the public sector environment and can support both training programmes and performance management processes with accuracy and integrity. Appointed officers will need to be self-driven and comfortable working as part of a team, while also handling independent responsibilities that require sound judgement and a strong ethical grounding.

To be considered, applicants must hold an appropriate three-year undergraduate qualification at NQF Level 6 in Human Resource Management, Training, Public Management, or Administration, as recognised by SAQA. This must be combined with a minimum of three to five years of relevant experience in an HR management environment. Computer literacy is essential, as is a valid driver’s licence and a willingness to travel. The role also demands a solid understanding of the legal framework that governs human resources, as well as clerical practices, data capture, statistics collection, and the ability to operate a computer efficiently. Strong planning, organisation, language, and communication skills are required, alongside demonstrated honesty, integrity, professionalism, and teamwork. While not essential, previous knowledge or experience within the education sector will be considered an advantage.

The duties of the post are diverse and hands-on. The Admin Officer will assist in delivering human resource and performance management administration services, including the administration of IQMS performance systems. They will also help provide human resource development administration, implement training and development programmes in line with approved plans, and process bursaries according to departmental policy. A significant portion of the work involves general clerical and records management duties: capturing and retrieving data, updating registers and statistics, handling routine enquiries, distributing documents, maintaining filing systems, and keeping registers for incoming and outgoing correspondence, leave, attendance, and personnel records. The role also supports procurement and financial administration, including obtaining quotations, completing procurement forms, controlling office stationery, maintaining the component’s asset register, arranging travel and accommodation, capturing expenditure, and checking subsistence and travel claims before submission for approval. In addition, the officer is expected to allocate work, ensure the quality of outputs, support personnel development, assess staff performance, and apply discipline where necessary.

There are several important conditions attached to the appointment. Applications are submitted online through the provincial e-recruitment system, which automatically generates the required Z83 form, and a fully completed Z83 along with a detailed CV is required at the application stage. Shortlisted candidates must then provide certified copies of qualifications and other relevant documents before the interview. Appointments are subject to personnel suitability checks, including criminal record, citizenship, financial and asset record checks, qualification verification, and previous employment verification. All shortlisted candidates will be required to complete two pre-entry assessments: one practical exercise focused on technical and generic suitability, and another assessing integrity and ethical conduct. These assessments form part of the interview process and help ensure that only the most capable and trustworthy candidates are recommended. This is a demanding and responsible position for a dedicated HR professional seeking to make a meaningful impact within the public education sector.
