The Eastern Cape Department of Education, through its Nelson Mandela Bay District Office, is advertising two vacancies for Admin Officers specialising in EMIS, Governance and Special Programmes. These are permanent posts at an administrative level, graded at Level 07, and are based within the district office. The successful candidates will play a central role in supporting the district’s education management information systems, school governance structures, and various special programmes aimed at youth and other priority groups. Working under the direction of the district manager, the officers will assist in the implementation, monitoring and reporting of integrated strategies, policies and procedures for business process management, ensuring that the district operates efficiently and in line with provincial and national education directives.

Applicants must hold a three-year undergraduate qualification at NQF level 6 in Public Management, Public Administration, or a related field recognised by SAQA. In addition, a minimum of three to five years of relevant experience in a similar environment is required. A valid driver’s licence and a willingness to travel are essential, as the role involves visiting schools and stakeholder sites across the district. The position demands strong clerical and administrative skills, including the ability to capture data, operate computer systems, and collect and interpret statistics. Candidates should also demonstrate computer literacy, planning and organisational abilities, and excellent verbal and written communication skills. Personal attributes such as honesty, integrity, professionalism, self-motivation and teamwork are critical. A sound knowledge of the legal framework governing human resources is expected, while prior experience in the education sector will be considered an added advantage.

The core duties are broad and multifaceted. The officer will assist in providing guidance on the implementation of business process management strategies, and help develop and monitor related plans and programmes. A key responsibility is coordinating EMIS within the district, ensuring accurate data collection and reporting. The role also involves coordinating youth and special programmes, as well as supporting governance, resourcing and rationalisation of schools. This includes liaising with stakeholders, managing learner teacher support material, and overseeing school governing body programmes. In addition, the officer will manage daily employee performance, ensuring that performance assessments are conducted timeously for all subordinates. They must develop and implement job descriptions, work plans and personal development plans, and ensure the management, maintenance and safekeeping of assets. Maintaining high standards of quality, quantity and timeliness is essential, as is resolving motivational and control problems with minimal supervision. The officer will delegate tasks based on individual potential, provide guidance and support, and afford staff adequate training and development opportunities.

The department is committed to addressing employment equity targets, and all shortlisted candidates will be subject to personnel suitability checks, including criminal record, citizenship, financial asset, qualification and previous employment verification. Pre-entry assessments, comprising a practical exercise and an integrity assessment, will be conducted for all shortlisted applicants. Successful candidates will be appointed on a probation period of twelve or twenty-four months. Applications must be submitted through the provincial e-recruitment system, and a fully completed Z83 form along with a detailed curriculum vitae is required. Shortlisted candidates will need to provide certified copies of qualifications and other relevant documents before the interview. Only shortlisted applicants will be contacted; if no response is received within six months of the closing date, the application should be considered unsuccessful.
