This position is an administrative officer role focused on accidents and traffic fines within the Transport Support Services directorate at Bedfordview. The incumbent will be responsible for the full administration of fleet accident management and traffic fine processes for government vehicles, ensuring compliance with relevant legislation and departmental policies. The role sits within the broader public service fleet environment and requires a strong understanding of accident claim procedures, traffic fine administration, and stakeholder liaison involving drivers, insurers, law enforcement, and repair service providers.
To be considered, applicants need a minimum three-year National Diploma at NQF Level 6 in Transport Management, Fleet Management, Public Management, or Public Administration, coupled with two to three years of experience in a fleet environment within the Public Service. The experience must specifically cover the administration of accidents and traffic fines, alongside report writing and computer literacy. The role demands a range of competencies including strategic thinking, customer management, results and quality management, innovation, problem solving, analytical ability, negotiation, decision making, communication, initiative, and diversity awareness.
The core duties are extensive. Under accident management, the officer will receive and register all accident reports involving government fleet vehicles, verify documentation for completeness, capture accident information on fleet management systems, and liaise with drivers, departments, insurers, assessors, and service providers. The role also involves monitoring the progress of accident claims and repairs, maintaining accurate records, facilitating recovery of accident-related costs, and compiling statistics and reports. For traffic fines, the officer will receive, verify, and record fines issued to government vehicles, identify responsible drivers using vehicle allocation records, forward fines to the relevant officials, and monitor payments and representations. The officer will maintain a traffic fine register, facilitate cost recovery from liable officials, and escalate unpaid or disputed fines. Compliance and governance duties include monitoring adherence to fleet policies, verifying accident reporting, ensuring compliance with Road Traffic legislation, identifying non-compliance trends, recommending corrective measures, and maintaining audit-ready records. The role also supports internal and external audits. Stakeholder engagement is central: providing guidance to drivers and client departments, liaising with law enforcement, insurers, brokers, repairers and legal representatives, responding to queries, and facilitating prompt resolution of cases. Finally, reporting and information management involve compiling monthly, quarterly, and annual reports, analysing trends, maintaining databases, producing statistical reports, and preparing executive-level reports.
Additional notable conditions include the requirement to complete the new Z83 application form, with a comprehensive CV attached. Only shortlisted candidates will need to submit certified copies of qualifications. Foreign qualifications must be accompanied by a SAQA evaluation certificate. Shortlisted candidates will undergo two pre-entry assessments, one practical and one integrity-based, which are scored as additional interview criteria. A personnel suitability check will be conducted, including vetting, criminal record, citizenship, credit record, qualification verification, and employment verification. The department encourages youth, people with disabilities, and applicants from designated groups to apply, and a confirmation of disability from a registered medical practitioner must accompany such applications. The department reserves the right not to appoint and may use alternative recruitment processes. It is also noted that candidates will be placed according to corridor coordination and departmental needs. Given the high volume of applications, only shortlisted candidates will be contacted, and non-response within three months should be taken as an unsuccessful outcome.
