This position is for an Expenditure Clerk within the Finance Department of Nketoana Local Municipality, a municipal entity serving the Free State towns of Reitz, Petrus Steyn, Lindley and Arlington. The role is central to the municipality’s expenditure management and financial control processes, ensuring that payments to service providers and suppliers are made only after proper verification and authorisation. Working under the direction of the finance department, the clerk acts as a gatekeeper for payment documentation, helping to prevent irregular, fruitless and unauthorised expenditure while supporting the broader municipal financial system.
Candidates must have Grade 12, together with an NQF Level 5 qualification in a finance-related field or an N6 Certificate in Financial Management. Computer literacy is essential, as is the ability to work on initiative and under pressure. A Bachelor’s Degree or National Diploma in a relevant discipline will be an added advantage. The municipality expects applicants to have at least one to two years of relevant experience, ideally within a municipal environment, so that they are familiar with local government financial processes and the legislative framework governing public expenditure.
The main duties involve receiving and verifying tax invoices and payment vouchers for services rendered, checking that all supporting documents are attached, and confirming that the relevant head of department has authorised the expenditure by signing the requisition. The clerk must also ensure that budget is available before payments are invoked. In addition, the role includes capturing payment vouchers in the financial system, checking that orders have been authorised, ensuring that a Goods Received Note is attached, and confirming that the invoice has been signed by the head of department. The clerk is responsible for coding each payment voucher according to the correct vote number in the system, which is essential for accurate budget monitoring and financial reporting.

The municipality reserves the right not to appoint, and any canvassing for preference or submission of fraudulent documents will lead to disqualification. The municipality also warns that it never requests money in exchange for a post, and no subsistence costs are paid for interviews. Correspondence is limited to shortlisted candidates, and those not contacted within 90 days after the closing date should consider their application unsuccessful.
