This position offers an excellent opportunity for a skilled supply chain professional to contribute to the operational effectiveness of AgriSETA, the Sector Education and Training Authority responsible for agricultural education and training in South Africa. As a Supply Chain Management Officer, the incumbent will operate within a dynamic public entity environment, where adherence to legislative frameworks such as the Public Finance Management Act, the Preferential Procurement Policy Framework Act, and the Supply Chain Management framework is essential. The role is central to ensuring that the organisation acquires goods and services in a transparent, equitable, cost-effective, and compliant manner, supporting the broader mandate of skills development and transformation in the agricultural sector.
Candidates applying for this role are expected to possess a relevant tertiary qualification in Supply Chain Management, Logistics, Public Administration, or a closely related field. A post-matric certificate or a recognised diploma is typically required, and a degree would be advantageous. In terms of experience, the role generally demands a minimum of three to five years in a supply chain environment, with specific exposure to demand management, procurement, logistics, and contract administration. Practical knowledge of the Preferential Procurement Policy Framework Regulations, the Treasury Regulations, and the Supply Chain Management framework for public entities is crucial. Familiarity with the Central Supplier Database and the National Treasury’s e-tender portal, as well as strong computer literacy in MS Office and enterprise resource planning systems, will be considered an added advantage. The ability to work under pressure, maintain confidentiality, and demonstrate sound ethical conduct is non-negotiable.
The main duties of the Supply Chain Management Officer are comprehensive and multifaceted. The officer will be responsible for the compilation of procurement plans and the execution of the demand and acquisition processes, ensuring that all procurement actions are aligned with the approved annual procurement plan. This includes preparing bid documents, issuing tenders, facilitating the evaluation and adjudication process, and ensuring that all recommendations are compliant with relevant legislation. The role also involves managing the logistics and distribution of goods and services, overseeing the disposal of obsolete assets, and maintaining accurate records of all supply chain activities. Contract management is another critical component, requiring the officer to monitor supplier performance, ensure that contracts are renewed timeously, and address any deviations or non-compliance. Furthermore, the officer will be expected to provide advice to internal stakeholders on supply chain policies and procedures, prepare reports for management and oversight committees, and support internal audit and risk management processes.
This vacancy is advertised on a circular basis, and interested applicants should take careful note of the application instructions and closing date as indicated in the original advertisement. As a public entity, AgriSETA is committed to employment equity and the advancement of designated groups in line with the Employment Equity Act. Therefore, candidates from historically disadvantaged backgrounds, including women and persons with disabilities, are strongly encouraged to apply. The successful candidate will be required to undergo a security vetting process and may be required to sign a performance agreement and a confidentiality undertaking.
