MANDATE OF THE ROAD INFRASTRUCTURE AND PROJECTS COMMITTEE (RIPCO):
The Road Infrastructure and Projects Committee (RIPCO) is a Committee of the Board, which is established in terms of the SANRAL Act. In terms of Section 16 of the SANRAL Act, the Board may from time to time appoint one or more committees to assist the Board in performing its functions. A Board Committee may consist of members of the Board or one or more other persons (non-Board Members).
The mandate of RIPCO is to assist the Board with its oversight responsibilities over the planning, the design, the construction, the rehabilitation and the maintenance of national road infrastructure, including the monitoring of related major capital expenditure (CAPEX) and project management. The mandate of RIPCO is formalized through the Road Infrastructure and Projects Committee Terms of Reference, which are approved by the Board from time to time. The function of RIPCO is, amongst others,
· To assist the Board in identifying and monitoring risks impacting infrastructure delivery.
· To review SCM-related policies and processes impacting infrastructure delivery.
· To evaluate risks associated with major procurement decisions and deviations from standard processes.
· To review assurance reports related to the awarding of major contracts.
· To ensure recommendations to the Board align with applicable legal, regulatory and policy requirements
· To provide oversight over tender and procurement functions.
· To review major contract award.
· To ensure compliance and regulatory oversight.
· Risk management and governance.
Independent Committee Members/ Experts will be required to enter into a performance agreement with SANRAL.
ENGINEERING EXPERT
The Engineering Expert will contribute specialist insight to ensure that decisions are technically sound, aligned with infrastructure best practice, and support SANRAL’s mandate for the planning, development, maintenance and management of the national road network.
MINIMUM REQUIREMENTS:
· NQF level 8 Engineering Qualification in any of the following disciplines - civil, construction, project, structural, mechanical engineering or equivalent discipline.
· Experience in roads design and construction will be an added advantage.
· Registration with relevant professional body such as Pr. Engineer registration with ECSA.
· 10 Years working experience in engineering and construction environment, with 3 years leadership / managerial experience.
· Working knowledge of FIDIC contracts, project management and multi-disciplined engineering / construction environment.
· Working knowledge of PFMA, PPPFA, Treasury Regulations and relevant SCM legislation and National Treasury Instructions.
· At least 3 years’ experience in compliance related committees as a senior member.
SUPPLY CHAIN MANAGEMENT EXPERT
The SCM Specialist will support the Committee in ensuring that procurement system and its processes are fair, equitable, transparent, competitive, cost-effective, and compliant with applicable legislation and SANRAL’s governance and risk management frameworks.
MINIMUM REQUIREMENTS:
· NQF level 8 Qualification in Supply Chain Management (SCM), Finance, Commerce, Law, or related field.
· Registration with relevant professional body and international professional accreditation (e.g. Chartered Institute of Procurement & Supply (CIPS), Certified Supply Chain Professional (CSCP) and Chartered Institute of Logistics and Transport (CILT), will be an added advantage.
· 10 Years working experience in SCM, procurement, or contract management, with 3 years leadership / managerial experience.
· At least 5 years working knowledge of PFMA, PPPFA, including the implementation of relevant Treasury Regulations, PPPFA regulations, DTI Regulations, CIDB Regulations, Treasury Instructions and SCM policies.
· At least 5 years’ experience as a member of a Governance Structure within Public Sector.
· Legal and regulatory experience in procurement or contracts management will be an added advantage.
COMMITMENT TO MEETINGS:
The RIPCO is required to meet at least 4 times a year, and may hold other meetings as and when it becomes necessary.
