This position offers an opportunity to serve as the Administrative Officer for Supply Chain Management, specifically focusing on procurement, at the Red Cross War Memorial Children’s Hospital in Rondebosch. The role sits within the hospital’s broader administrative and financial operations, ensuring that all procurement activities run smoothly from the initial demand identification through to final delivery. As the officer in charge of procurement, you will be responsible for managing the entire acquisition lifecycle, including contract and demand management, while also overseeing a team of procurement clerks. The context is a specialised paediatric hospital environment, meaning that the items procured range from medical consumables to major and minor assets, all of which must be sourced in compliance with strict public finance regulations.

To be considered for this post, applicants must hold a Senior Certificate or equivalent, with Mathematics or Accounting as a passed subject. Alternatively, a Senior Certificate combined with relevant experience and competencies that directly address the key performance areas of the role will be accepted. Crucially, you need appropriate experience in Supply Chain Management and in the procurement process itself. Practical knowledge of the Logis system and the Integrated Procurement Solutions (ePS) is essential, as is familiarity with asset and inventory warehouse management procedures. You should also have a working understanding of the Public Finance Management Act, provincial and treasury regulations, and the Preferential Procurement Policy Framework Act of 2000. Strong computer literacy in MS Word, Excel, and Outlook, along with excellent verbal and written communication skills, are required. The ability to manage and develop a team of procurement clerks, apply the disciplinary code, and work with the accounting officer system and maintenance services 16B is also expected.

Your main duties will involve facilitating the procurement process from demand to delivery, including handling non-performance management administrative tasks. You will manage procurement on both Logis and ePS, act as an approver on ePS, and ensure the effective application of procurement policies. This includes coordinating and advising on the drafting of specifications, authorising transactions on Logis, and providing accurate and timely reports to internal and external stakeholders, such as the IFS and AFS. You will be responsible for the effective procurement of all institutional assets, consumables, and medical items, ensuring that budgets are fully spent. Liaising with end users, service providers, and other departments on supply chain matters is a key part of the role, as is managing the institution’s infrastructure procurement. You must be willing to work overtime when required and take on supervisory functions, including training and developing your own staff in supply chain management.

This is a permanent post graded according to the OSD system, with a salary as advertised. The closing date is set for late 2026, and applications must be submitted online via the specified Western Cape Education Department portal. No payment of any kind is required when applying, and candidates may be subjected to a competency test as part of the selection process. This role is ideal for a detail-oriented professional with a strong background in public sector procurement who is ready to take on a leadership position within a respected children’s hospital.
