This position is for an Administrative Officer specialising in finance and administration within the revenue section of Tygerberg Hospital in Parow Valley. The role sits at the heart of the hospital's Hospital Fees Department, where the successful candidate will be responsible for overseeing the full spectrum of revenue and debt management operations. This is a supervisory and coordinating role that requires a blend of financial expertise, administrative skill, and people management capability, set within the broader context of public sector healthcare finance and compliance with provincial and national treasury regulations.
To be considered, applicants must hold a Senior Certificate or equivalent qualification, with Mathematics and/or Accountancy as a passed subject, or alternatively a Senior Certificate with relevant experience and competencies that directly align with the key performance areas of the post. Practical experience in a debt and revenue management environment, ideally within a hospital accounting setting, is essential. The role also demands working knowledge of specific financial systems and tools, including BAS, AR, and Clinicom, as well as prior supervisory exposure. A willingness to rotate within the revenue section and to relieve colleagues when needed is an inherent requirement, as is the readiness to work overtime when operational demands arise. The ideal candidate will possess strong written and verbal communication skills, the ability to plan, organise, and prioritise tasks effectively, and the resilience to work under pressure both independently and within teams while meeting strict timeframes. Sound management and analytical abilities, coupled with good interpersonal and labour relations skills, are crucial. A thorough understanding of the Hospital Fees Memorandum Chapter 18, UPFS, HIS, JAC, and relevant finance instructions is expected, along with computer literacy in Microsoft Office. The role also requires a strong sense of confidentiality and trustworthiness, given the sensitive financial and patient data handled, and knowledge of the PFMA and Treasury and Finance Instructions.
The core duties are extensive and varied. The officer will supervise and coordinate the day-to-day operational activities of the Hospital Fees Department across all patient categories, monitoring and overseeing financial transactions related to HIS, BAS, cash management, credit balances, and JAC. This includes managing patient fees debt processes, such as irrecoverable debt relief delegations, and overseeing revenue management functions like electronic data interchange, follow-up on medical aid and non-medical aid invoices, Road Accident Fund claims, foreign and research patients, injuries on duty, and state department accounts, all in line with the Hospital Fees Manual and applicable finance instructions. Beyond financial oversight, the role involves supervising human resource administration, performance management, and labour relations within the section, as well as facilitating client liaison and information management, interpreting and implementing finance instructions, and managing file systems and the disposal of state records according to policy. The officer will also be expected to attend and actively participate in relevant meetings and forums.
This is a permanent post within the Western Cape Government health department, and no payment of any kind is required when applying. Shortlisted candidates may be required to complete a practical test as part of the selection process. The position offers an opportunity to contribute meaningfully to the financial sustainability of a major public hospital while developing leadership skills in a demanding but rewarding environment.
