This position is based within the Metro Health Services directorate, specifically at the Klipfontein / Mitchells Plain Sub-structure office. The Community Liaison Officer plays a pivotal role in bridging the gap between the health services and the communities they serve. The primary focus is on ensuring the successful implementation of the Health Facilities Board Act, which governs the functioning of district health councils, hospital boards, and clinic committees. The officer acts as a key communication link, facilitating dialogue between health facilities, community-based organisations, and the broader public to ensure that services are responsive to local needs. This role is integral to the sub-structure's operational effectiveness, requiring a proactive approach to community engagement and stakeholder management.

To be considered for this role, candidates must possess an appropriate National Diploma at NQF level 6 or an equivalent qualification. Crucially, applicants need demonstrable experience in facilitating community participation, which is the core of this position. An inherent requirement is a valid Code B/EB driver's license and a willingness to travel extensively across the sub-structure area, as the role involves visiting various community sites and health facilities. The ideal candidate will also bring a solid understanding of project management principles and the ability to evaluate the impact of community-based projects.

The role demands a specific set of competencies. A working knowledge of health-related regulations pertaining to district health councils, hospital boards, and clinic committees is essential, as is familiarity with governance-related legislation and health promotion principles. The officer must possess excellent co-ordination, problem-solving, and training skills to effectively organise capacity-building programmes. Computer literacy in MS Word, PowerPoint, and Excel is required for reporting and administrative tasks. Furthermore, the ability to understand and manage communication processes with communities, internal staff, and external partners is critical. Strong report-writing, minute-taking, and administrative accuracy are also non-negotiable, as the role involves capturing community feedback and maintaining records.

The core duties are multifaceted. The officer will plan and ensure the successful implementation of the Health Facilities Board Act, which involves coordinating the activities of relevant boards and committees. They will liaise with health-orientated community organisations to ensure effective two-way communication between services and the communities. This includes organising, coordinating, conducting, and monitoring capacity-building programmes for all relevant role players, such as board members and committee volunteers. The officer is also responsible for representing and marketing the sub-structure office's health services at community forums and events. Daily interaction with management and colleagues within the sub-structure office is expected, along with performing related administrative duties. Additionally, the officer provides technical and administrative support to the Violence Prevention unit as required, which is a significant component of the public health response.
