This professional construction project manager position sits within the Property Management and Rehabilitation unit of a government department, based in Durban, and is offered as a three-year contract. The role is graded according to the Occupation Specific Dispensation (OSD), reflecting its senior technical nature. The successful candidate will be responsible for overseeing construction and rehabilitation projects from initial planning through to completion, ensuring they align with human settlement policies and legislative frameworks. This is a demanding position that requires both deep technical knowledge and strong managerial capability, as the manager will coordinate multiple stakeholders, budgets, and timelines while maintaining compliance with public finance and procurement regulations.
To be considered, applicants must hold a Grade 12 certificate or equivalent, combined with one of the following tertiary qualifications in the built environment: a National Higher Diploma with at least four years and six months of certified experience as a professional construction project manager, a BTech degree with a minimum of four years of certified managerial experience, or an Honours degree in any built environment field with at least three years of relevant experience. Crucially, registration with the South African Council for the Project and Construction Management Professions (SACPCMP) as a Professional Construction Project Manager is compulsory upon appointment, and a valid driver’s licence is required. The ideal candidate will possess a comprehensive skill set including knowledge of human settlement policies and legislation, programme and project management methodologies, research and development, computer-aided engineering applications, and legal compliance with building industry norms and standards. Strong technical report writing, professional judgement, and consulting abilities are essential, as are decision-making, team leadership, analytical, creativity, self-management, and project-related financial management skills. The role also demands customer focus, effective communication, computer literacy, planning and organising, conflict management, problem-solving, and people management. Familiarity with the Public Finance Management Act, Municipal Finance Management Act, Supply Chain Management Regulations, procurement processes, and contract management and administration is explicitly required.
The core duties revolve around managing and coordinating all aspects of projects. This includes guiding project planning, implementation, monitoring, reporting, and evaluation in line with established project management methodology. The manager will create and execute project work plans, revising them as necessary to meet changing needs, identify resources and assign individual responsibilities, and manage the day-to-day operational aspects and scope of each project. Applying methodology and enforcing project standards to minimise risk is a key responsibility. Financial management is another pillar: the manager must report project progress to the Chief Construction Project Manager, manage project budgets and resources, and ensure sound project accounting. Office administration duties include providing inputs to tender and procurement processes, liaising with service providers, clients, and management, contributing to human resources activities, maintaining the record management system and architectural library, and utilising allocated resources effectively. Finally, the role involves research and development, requiring the manager to stay current with new technologies and procedures, review literature on project management methodologies, and liaise with relevant bodies and councils on project management matters. This is a multifaceted position that demands a proactive, organised, and technically proficient professional ready to deliver on complex construction projects within the public sector.
