This position is for a Director of Supply Chain Management based at the Gauteng provincial government’s Head Office in Johannesburg. The role is a senior management post within the department, responsible for the full spectrum of procurement and supply chain functions. The incumbent will lead the directorate in managing procurement for goods and services, from identifying needs and priorities through to finalising procurement plans, overseeing tender processes, and ensuring the effective delivery of services related to requisitioning, ordering, receipt, and distribution of goods. The Director will also be expected to develop and maintain an inventory management system and implement a movable assets management strategy, while providing strategic input into the department’s Annual Performance Plans and broader policy frameworks. This includes shaping the Supply Chain Management policy framework, determining procurement delegations, designing standard operating procedures that are fair, competitive, equitable, transparent, and cost-effective, and developing standard procurement templates. The role also involves managing the entire bid process, including bid specification documentation, advertisement, tender clarification meetings, receipt and opening of proposals, responsiveness testing, and tender evaluation. Contract management is a key responsibility, covering cancellations, amendments, expansions, variations, extensions, transfers, penalties, and performance monitoring of suppliers, as well as preparing performance reports based on input from relevant units.
Candidates must have Grade 12 plus an undergraduate qualification at NQF level 7 in Supply Chain Management, Finance, or a related field recognised by SAQA, along with at least five years of relevant experience at middle or senior management level in Supply Chain Management. A valid driver’s licence is required. The ideal candidate will demonstrate strategic capacity, leadership, people management, integrity, financial management, change management, and programme and project management skills. Technical knowledge of departmental policies, government priorities, reporting procedures, and information systems is essential, as is a thorough understanding of the Financial Prescripts of the Public Service and Supply Chain Management. Strong managerial and communication abilities, good interpersonal relations, the capacity to work under pressure and meet deadlines, and the ability to work both independently and within a team are all important attributes.
The Director will manage human resources within the directorate, including discipline, training, development, mentoring, coaching, and performance management. This includes signing performance agreements, determining HR needs in consultation with Corporate Services, developing service delivery and work plans, and ensuring skills transfer. Financial management duties include managing funds in compliance with the Public Finance Management Act and Treasury Regulations, limiting under or overspending, managing infrastructure grant spending effectively, and aligning strategic priorities with the Chief Directorate. The role also requires written contributions to quarterly progress reports, the Annual Report, SCOPA submissions, budget speeches, and the Annual Performance Plan. This is an all-inclusive package position, and shortlisted candidates will be required to undergo a technical exercise as part of the selection process.
