This position offers an opportunity to contribute to the strategic direction of the manufacturing sector within the Gauteng provincial government, operating from the Umnotho House offices in Johannesburg. While the post is formally designated within the Risk, Anti-Corruption and Integrity Management branch, the substance of the role centres on developing and overseeing policy frameworks and growth strategies for industrial development. The successful candidate will work within a management echelon, serving as a Deputy Director and taking responsibility for shaping the ecosystem that supports manufacturing, industrialisation, inclusive growth, and job creation across the province.
Applicants must hold a Grade 12 certificate alongside an NQF Level 7 qualification in Economics, Development Studies, or Development Economics, as recognised by SAQA. A minimum of three years of experience at the Assistant Director level or in an equivalent supervisory management capacity is required, with that experience specifically gained in areas such as economic development, policy development, strategy development, project management, or the development of the industrial and manufacturing sectors. A valid Code 8 or 10 driver’s licence is essential for the role.
The core duties are extensive and revolve around the full lifecycle of policy and strategy management. This includes developing, reviewing, and promoting policy frameworks tailored to the manufacturing sector, benchmarking these against best practices both locally and internationally, and assessing whether existing policies remain relevant or require revision. The role demands a clear understanding of industrial policy and the ability to identify key interventions that drive industrialisation, inclusive growth, and township development. The Deputy Director will design new programmes and mechanisms to accelerate growth and job creation within the ten high-growth sectors and other key manufacturing areas, as well as review existing programmes for their effectiveness.
A significant portion of the work involves partnership management and stakeholder engagement. This includes identifying potential partners to implement provincial industrialisation objectives, developing business cases and terms of reference for appointing industry players, and drafting Memoranda of Understanding, Agreements, and Service Level Agreements to govern those relationships. The role also requires developing implementation plans with service providers, monitoring and evaluating project progress, managing outsourced projects, and designing mitigation strategies to ensure successful delivery. Consultation with national, provincial, and local government, the private sector, international organisations, and entrepreneurs is a key feature, as is collaboration with internal departmental staff and other government departments. The Deputy Director will also prepare speeches and briefing notes for political office bearers, correspond with research and educational institutions, and manage responses to audit queries. Regular monthly, quarterly, and annual reporting on project implementation, along with the collection and verification of proof of evidence against targets, forms part of the accountability framework.
This is a senior management post, and the selection process is rigorous. Shortlisted candidates will be required to undergo a technical exercise and an interview, and up to three candidates may then be subjected to psychometric assessments covering cognitive abilities, behavioural preferences, emotional intelligence, and integrity. All shortlisted candidates, including those at SMS level, will undertake a practical exercise and an Integrity (Ethical Conduct) Assessment, with the results scored as an additional criterion in the interview process. Successful candidates will be subjected to a security clearance, including criminal record checks and verification of qualifications. When applying, candidates must submit a completed Z83 form along with a recently updated CV, and only shortlisted applicants will need to provide originally certified copies of their qualifications, identity document, and driver’s licence. Correspondence is limited to shortlisted candidates, and those who have not been contacted within three months of the closing date should consider their application unsuccessful.
