The Department of Social Development is seeking a Deputy Director to lead the Local Service Office in Maletswai, situated within the Joe Gqabi district. This is a senior management position at level 11, offering an all-inclusive remuneration package, and it plays a pivotal role in ensuring the effective delivery of social welfare and community development services to the local population. The incumbent will be responsible for the overall management and control of the service office area, acting as the departmental representative on the ground and ensuring that provincial and national policy directives are translated into tangible, community-level outcomes. This role requires a strategic leader who can balance operational oversight with developmental vision, fostering self-sustainability and integrated development within the community.
Candidates must possess a National Senior Certificate along with a Bachelor’s degree or National Diploma at NQF level 6 or 7 in Public Administration, Social Work, Social Sciences, Development Studies, or an equivalent qualification. A minimum of three to five years of relevant experience at the Assistant Director level is required, along with a valid driver’s licence as a prerequisite for the position. The ideal applicant will demonstrate extensive knowledge of the Social Development Sector, a thorough understanding of the legislative framework governing this sector, and sound expertise in financial, human resource, and supply chain management. Strong planning, organisational, and decision-making abilities are essential, as are strategic capability, leadership skills, and the capacity to empower and manage a diverse team. The role demands service delivery innovation, a client-oriented approach, and a firm grasp of the Batho Pele principles. Excellent problem-solving skills, the ability to communicate effectively at all levels, and a developmental approach aligned with South African policies on social transformation and community development are also critical.
The core duties encompass the full spectrum of management and service delivery. The Deputy Director will manage developmental social welfare and community development services, ensuring they are responsive to local needs. This includes overseeing financial, human resource, and supply chain functions within the office, as well as providing direct support to the community to promote self-sustainability and integrated development. The role also involves developing, monitoring, and evaluating the service area, consolidating programme reports, analysing and reporting on emerging trends, and formulating area annual and operational plans. This is a demanding position that requires both administrative rigour and a hands-on commitment to improving the lives of vulnerable groups.
