This position offers an opportunity to serve as a Principal Personnel Officer specialising in recruitment and selection within the Education District Office, with twelve posts available across multiple district centres in the Eastern Cape. Operating within a human resource management environment, the role is central to ensuring that the department’s recruitment and selection processes run efficiently, fairly, and in line with the legal and regulatory frameworks governing public service employment. The incumbent will work under the direction of the Assistant Director and Deputy Director, providing essential administrative and advisory support while helping to maintain accurate records and compliance throughout the hiring lifecycle.
Candidates must possess an appropriate three-year undergraduate qualification at NQF level 6 or 7 in Human Resource Management, Public Management, or Public Administration, as recognised by SAQA. A minimum of three to five years of relevant experience in an HRM environment is required, along with computer literacy and practical working knowledge of PERSAL or another HRM-related system. A sound understanding of the legal framework governing human resources is essential, as is a valid driver’s licence and a willingness to travel. While not mandatory, knowledge of the education sector will be considered an added advantage.
The duties are broad and hands-on. The role involves receiving and capturing applications, scheduling them, and maintaining a proper registry for all applications received. The officer will provide secretarial support to recruitment and selection processes, update the recruitment database, and explain service contracts and conditions of service to new appointees. Additional responsibilities include compiling submissions for contract extensions, appointments, and terminations, as well as providing recruitment and selection training to managers and staff. The incumbent will also perform general HR functions as directed by supervisors, compile and submit monthly recruitment and selection reports, and assist with employee recruitment planning, selection support, appointment administration, and employee and post establishment reconciliation services.
Applicants should note that the recruitment process is managed through the provincial e-recruitment system, and a fully completed Z83 form and detailed curriculum vitae must be submitted. Copies of qualifications are not required at the application stage, but shortlisted candidates must produce certified documents before the interview. Successful candidates will be subject to personnel suitability checks, including criminal record, citizenship, financial assets, qualification verification, and previous employment verification. Shortlisted candidates may also undergo pre-entry assessments, including practical exercises and integrity testing, and successful appointees will serve a probation period. The department is committed to employment equity and affirmative action measures, aiming to achieve equitable representation across race and gender in line with its Employment Equity Plan.
