This vacancy is for a General Foreman position within the Department of Water and Sanitation, based at the Voelvlei Scheme in Gouda, Western Cape. The role sits within the Infrastructure Management branch, specifically under Southern Operations for Water Resource Infrastructure Operations and Maintenance. The successful candidate will be responsible for overseeing and performing hands-on maintenance work on critical water infrastructure, including canals, sluices, measuring structures and embankments. This is a supervisory role that also requires active participation in physical tasks, ensuring that the scheme operates safely and efficiently while supporting the broader water resource strategy of the department.

Applicants must have at least a Grade 8 certificate or a relevant qualification, with a higher qualification considered an added advantage. Between one and two years of working experience is required, and additional years of experience in manual work will strengthen an application. A valid, unexpired code 10 driver’s licence is essential, as the role involves driving a truck both at the stationed scheme and to other sites across the Western Cape. The ideal candidate will possess basic knowledge of bulk water supply maintenance, routine inspection of equipment, daily maintenance procedures, and the safe use of gardening and power tools. Familiarity with policy implementation, occupational health and safety procedures, public administration discipline, and government legislation is also expected. Strong supervisory and communication skills, along with the ability to work well in a team, are crucial. The work environment includes rivers, dams, canals and confined spaces, so candidates must be comfortable in these settings and willing to assist other schemes and maintenance teams around the Western Cape when needed.

The core duties involve undertaking routine maintenance on canals, sluices and measuring structures, keeping gauge plates clean, and ensuring embankments remain in good condition. The foreman will clean and maintain grounds, repair tools and structures such as buildings and fences using hand and power tools, cut trees and grass at toe level on embankments, and remove debris from inlet and outlet structures. Any holes in embankments, stagnant water, cracks in measuring structures, or damaged equipment must be reported promptly. The role also includes cleaning grids on canals, inspecting and repairing fences, arranging for damaged equipment to be repaired by service providers, and keeping accurate records of all repairs. Supervision of subordinates is a key responsibility, ensuring daily duties are completed effectively. Additionally, the position requires assisting with housekeeping at departmental offices and infrastructure, including grass cutting, tree felling and creating fire breaks.

Preference will be given to candidates from the geographical area, reflecting the department’s commitment to local employment. This is an entry-level supervisory post graded at Level 04, offering an opportunity to contribute to vital water infrastructure maintenance in the Western Cape. Interested applicants should note the closing date and submit their applications through the departmental online recruitment portal, with enquiries directed to the named contact person.
