This position offers an exciting opportunity for a dedicated human resource professional to contribute to the development and performance management of staff within the Department of Water and Sanitation, specifically within the Provincial Operations unit in the Northern Cape, based in Kimberley. As a Human Resource Practitioner focused on Human Resource Development, you will play a pivotal role in ensuring that the region’s workforce is skilled, motivated, and aligned with departmental objectives. The role sits within the broader Water and Sanitation Service Management branch, where you will support both individual employee growth and the overall effectiveness of the provincial team. This is a career-graded post at Level 07, offering a stable and meaningful career path within the public service.

To be considered for this role, you must hold a National Diploma at NQF level 6 in Human Resource Management or a related qualification recognised by SAQA. In addition, you need at least one year of functional experience in the Human Resource Development and Performance Management environment. A valid, unexpired driver’s licence is advantageous, as the role may require travel. You should possess a solid working knowledge of the Skills Development Act, Public Service Regulations, and relevant HR prescripts, as well as familiarity with PERSAL systems and record management practices. Strong computer literacy in MS Word, Excel, and Outlook is essential, along with planning, organising, and people management skills. The department values client orientation, good communication, accountability, ethical conduct, flexibility, teamwork, and attention to detail. Basic problem-solving and analytical abilities are also required.

Your core duties will centre on the implementation and coordination of the Performance Management and Development System (PMDS) within the region. This includes interpreting policies, facilitating mid-year and annual assessments for non-SMS employees, conducting quality assurance on performance agreements and reviews, and capturing and maintaining PMDS records on PERSAL. You will also be responsible for distributing templates and circulars, compiling statistics and reports, and providing advice to managers and employees on PMDS-related matters. On the development side, you will facilitate training needs assessments, coordinate the Workplace Skills Plan (WSP), conduct workshops, and assist in developing training programmes. You will manage the allocation of bursaries, coordinate induction programmes for new hires, and support the internship and mentor-mentee initiatives. Administrative duties include maintaining filing systems, retrieving records for audits, ensuring confidentiality, and compiling monthly and quarterly reports. You will also supervise and guide staff within the sub-directorate, promote compliance with policies, and ensure effective resource utilisation.

This is an equal opportunity employer, and the filling of this post will align with the Employment Equity imperatives of the Constitution. Shortlisted candidates will undergo suitability checks, including qualification verification, reference checks, and criminal and credit checks. Foreign qualifications must be accompanied by a SAQA evaluation certificate if shortlisted. Candidates may be required to complete a financial disclosure form and undergo security clearance. The department emphasises strict adherence to application procedures, and failure to complete all required fields on the online application form will lead to disqualification. This role is ideal for a proactive, detail-oriented HR professional who is passionate about developing people and driving performance excellence within a public service context.
