To be considered, candidates must hold a Bachelor of Technology in Civil Engineering, accompanied by at least three years of post-qualification experience as an engineering technologist. Compulsory registration with the Engineering Council of South Africa as a Professional Engineering Technologist is a firm requirement, as is possession of a valid, unexpired driver's licence. The role demands a broad technical and managerial skill set, including a solid understanding of programme and project management, technical design and analysis, research and development principles, and the application of computer-aided engineering tools. Knowledge of legal compliance, technical report writing, and consulting is essential, along with strong problem-solving, analytical, and decision-making abilities. The successful candidate will also need creativity, teamwork, and a customer-focused approach, coupled with sound people and financial management capabilities, effective verbal and written communication, computer literacy, and strong planning and organisational skills.
The core duties centre on the regulatory oversight of water services infrastructure. This includes conducting structural integrity assessments of Water Treatment Works and Wastewater Treatment Works to evaluate infrastructure conditions, identify defects and risks, and recommend remedial measures. The technologist will also evaluate and monitor Water Conservation and Water Demand Management strategies, and provide engineering and technical support to the Blue Drop, No Drop, and Green Drop certification programmes, including the Very Rough Order of Measurement initiative. Acting as the Water Services Regulation representative on various committees, the role involves providing expert technical input into the evaluation of water services projects. The incumbent will conduct research into innovative and emerging technologies to improve the planning, design, operation, maintenance, and sustainability of water and wastewater infrastructure, and will contribute to the enhancement of databases such as IRIS. Additional responsibilities include providing input into the budgeting process, compiling and submitting reports, and managing, supervising, and controlling technical personnel and assets.
This is an equal opportunity position, with preference given to candidates in line with Employment Equity targets, and women and persons with disabilities are strongly encouraged to apply. Applications must be submitted online, and shortlisted candidates will be subject to suitability checks including SAQA verification, reference, criminal, and credit checks, as well as a security clearance and financial disclosure. Foreign qualifications require a SAQA evaluation certificate, and foreign nationals or dual citizens must provide a police clearance from their country of origin.
