This position offers an opportunity to lead and supervise internal audit functions within the Limpopo-Olifants Catchment Management Agency, a public water resource management entity established under the National Water Act and operating as a component of the National Department of Water and Sanitation. Based in Polokwane, the Assistant Director: Internal Auditor serves within the agency's Internal Audit division and is accountable for driving the delivery of the approved Internal Audit Operational Plan. The role sits at a supervisory level, requiring a blend of hands-on audit execution and team management, and carries an OSD-graded remuneration package commensurate with a Level 09 appointment.

Candidates must hold an NQF level 7 qualification, specifically a Bachelor's Degree or Advanced Diploma in Internal Auditing or a closely related tertiary field. The role requires between three and five years of practical experience spanning general internal auditing, compliance auditing, performance auditing, forensic investigations, quality assurance auditing, or general control and applications control reviews. Alternatively, applicants who have completed the Internal Audit Technician learnership through the Institute of Internal Auditors may qualify with that three-year programme plus an additional two years of internal audit experience. A valid, unexpired driver's licence is mandatory. The ideal candidate will demonstrate a thorough understanding of the International Standards for the Professional Practice of Internal Auditing, the Public Finance Management Act, Treasury Regulations, and the Public Service Anti-Corruption Strategy. Knowledge of HR legislation, equal opportunity and affirmative action guidelines, financial accounting principles, and governmental financial systems is also essential, alongside strong problem-solving, communication, people management, and client-focused skills.

The core responsibilities are extensive and include supervising and executing a wide range of audit engagements, from compliance and performance audits to forensic investigations and quality assurance reviews. The incumbent will help shape the three-year strategic and annual risk-based audit plans, identifying key risk areas aligned with the agency's strategic direction. Coordination with other assurance providers is required to ensure comprehensive coverage and avoid duplication. The role involves developing audit scope proposals, designing engagement work programmes, collecting and analysing data, formulating findings and recommendations to strengthen internal controls, and compiling audit reports for each engagement. Monitoring the implementation of agreed action plans and preparing progress, quarterly, and annual reports for the Accounting Officer and the Audit Committee are recurring duties. The position also demands staying abreast of developments in the internal audit profession through continuous professional development, supervising and training subordinate staff, managing their performance through the PMDS framework, and contributing to the enhancement of audit methodologies and technologies. Employees appointed to this agency enjoy employment terms and conditions similar to those under the Public Service Act, though the appointment itself is not made in terms of that Act.
