The Department of Water and Sanitation, operating within its Provincial Operations for Gauteng, is seeking a Director to lead the Water Services Infrastructure Development and Refurbishment Programmes. This senior management service (SMS) position, based in Gauteng, is central to ensuring that grant-funded water infrastructure projects are strategically prioritised and delivered effectively. The role requires close collaboration with provincial Cooperative Governance and Traditional Affairs (COGTA) and municipalities to align water services infrastructure grant programmes with the departmental strategic plan, while also overseeing the implementation of the Regional Bulk Infrastructure programme across the province.
Candidates must possess a degree in Civil Engineering or Construction Project Management at NQF level 7, along with ten years of programme and project management experience in civil engineering within the water sector-built environment. At least five of those years must be at middle or senior management level, with a strong preference for water sector experience. A valid, unexpired driver's licence is essential, as is the successful completion of the Pre-entry Certificate for the Senior Management Service as endorsed by the National School of Government. Working knowledge of the Public Finance Management Act, contract administration, business principles, and business law is required, as is the ability to draft agreements. The ideal candidate will have effective computer skills, excellent verbal and written communication, and strong analytical and problem-solving abilities. Knowledge of human resource management legislation, performance management frameworks, and the PMDS policy is also necessary, alongside a client-oriented focus, service delivery innovation, accountability, and ethical conduct.
The Director's duties are extensive and include providing strategic direction on water services infrastructure policies, ensuring that plans are available for grant programmes, and facilitating their implementation for provincial operations. The role involves consulting with various water sector stakeholders, promoting partnerships between government, public entities, the private sector, and civil society, and ensuring that raw water supply is available to all municipalities and business sectors. Budget compilation for the medium-term expenditure framework, monthly and quarterly reporting, and early warning system management are key responsibilities. The Director must also ensure that budgeted funds are used properly, that monitoring and evaluation of grant programmes are conducted effectively in the provinces, and that projects are carried out as planned.
This is an equal opportunity employer, and the filling of this post will consider the Employment Equity imperatives as defined by the Employment Equity Act and section 195 of the Constitution. Shortlisted candidates will undergo suitability checks including SAQA verification, reference checks, and criminal and credit checks. Foreign qualifications must be accompanied by a SAQA evaluation certificate. For SMS posts, candidates will be subjected to a technical exercise and an interview, and a maximum of three candidates will undergo psychometric assessments covering cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. A pre-entry certificate from the National School of Government is required prior to appointment. All shortlisted candidates must also complete two pre-entry assessments: a practical exercise and an integrity assessment. Candidates will need to complete a financial disclosure form and undergo security clearance. Foreigners or dual citizenship holders must provide a police clearance certificate from their country of origin. Applications must be submitted online via the department's recruitment portal, and no late applications will be accepted. The closing date is advertised, and enquiries are directed to a named official.
