The Department of Public Works is seeking to fill three posts for Control Works Manager: Quantity Surveying Services, based at its Head Office in Pretoria. This is a senior technical and managerial role within the department’s built environment unit, responsible for overseeing quantity surveying functions across a portfolio of departmental facilities. The position sits within an integrated facilities management framework, meaning the incumbent will be expected to apply best practice in cost management, procurement, and contract administration to support the department’s maintenance, refurbishment, and new-build projects. As a control works manager, the role holder will act as a technical authority, guiding project teams and ensuring that all quantity surveying activities align with statutory regulations, government procurement prescripts, and value-for-money principles.
To be considered for this role, applicants must hold a minimum of a B.Sc or B.Tech degree in Quantity Surveying at NQF level 7, as recognised by SAQA, and have at least three years of post-qualification experience specifically in building services quantity surveying. A valid driver’s licence is essential. The department requires a thorough working knowledge of the Occupational Health and Safety Act, the Public Finance Management Act (PFMA), and the National Building Regulations, as well as familiarity with government procurement systems within the built environment. Practical understanding of integrated facilities management, the Supply Chain Management framework, and government budget procedures is also expected. Candidates must be computer literate in MS Office applications including Word, Excel, PowerPoint, Project, and Outlook, and possess strong report-writing, planning, organising, project management, leadership, problem-solving, facilitation, and communication skills. Personal attributes such as patience, trustworthiness, dependability, innovation, hard work, analytical thinking, the ability to work under pressure, self-motivation, and creativity are also required.
The core duties of this position are wide-ranging and centre on the full lifecycle of quantity surveying services. The successful candidate will prepare tender documentation, including scopes of work, bills of quantities, and evaluation criteria, for the procurement of professional service providers and contractors in line with Supply Chain Management prescripts. They will participate in both technical and financial evaluations of tender submissions, ensuring compliance with SCM regulations and value-for-money principles. The role involves valuing completed work, processing payment certificates, and administering TFM contract accounts and variations according to applicable fee frameworks. Additionally, the incumbent will cost Facility Condition Assessments across departmental facilities, producing elemental cost estimates for prioritised refurbishment and maintenance interventions, and benchmark these outputs against ASAQS methodology and industry norms. They will advise on materials, construction processes, and technical solutions, applying quantity surveying principles to solve broadly defined technical challenges, while promoting compliance with safety standards. The role also requires evaluating and updating technical manuals, standard drawings, and procedures to incorporate new technology and best practice, as well as compiling and submitting monthly and quarterly technical reports and providing input into the operational plan. The manager will attend tender briefing sessions and site clarification meetings, conduct monthly site inspections to monitor progress and verify work against payment claims, and prepare project budget allocations and cost projections for inclusion in the departmental Medium-Term Expenditure Framework and annual financial planning. They will also prepare Project Execution Plans that outline project scope, budget, procurement strategy, programme, and resourcing for approved facilities management projects.
Applicants should note that this is a government position subject to Public Service Regulations. The application process requires the prescribed Z83 form to be fully completed, signed, initialled, and dated, and accompanied by a detailed CV only at the initial stage. Certified copies of qualifications are not required until shortlisting, at which point they must be submitted before the interview and must not be older than six months. Failure to comply with the Z83 completion instructions, such as using an outdated form or not initialling page one and signing page two, will result in disqualification. Those applying for multiple posts must submit separate Z83 forms and CVs for each. Shortlisted candidates must be willing to undergo vetting and verification processes, and it is the applicant’s responsibility to have foreign qualifications evaluated by SAQA. Due to the high volume of applications, only shortlisted candidates will be contacted, and if no response is received within three months of the closing date, applicants should regard their application as unsuccessful. This is an excellent opportunity for a qualified quantity surveyor with solid experience in building services to take on a leadership role within a major government department.
