This position offers a unique opportunity for a qualified engineering professional to take on a senior compliance-focused role within the Department of Public Works, based at the Head Office in Pretoria. As a Control Works Manager for FM Compliance Services, you will be responsible for safeguarding the regulatory and statutory integrity of all departmental facilities and infrastructure. This is a 12-month contract position, graded at an OSD-comparable level, and it sits at the heart of the department’s efforts to ensure that all facilities management activities, whether performed in-house or by external service providers, adhere to the highest standards of legal and procedural compliance. The role is particularly suited to someone who combines strong technical engineering knowledge with a meticulous understanding of government regulations, procurement frameworks, and occupational health and safety legislation.
To be considered for this role, you must hold a minimum bachelor’s degree in engineering at NQF level 7, as recognised by SAQA, along with at least three years of post-qualification experience specifically in building services. A valid driver’s licence is essential, as is a working knowledge of the Occupational Health and Safety Act, the Public Finance Management Act, and the National Building Regulations. Familiarity with government procurement systems within the built environment, integrated facilities management best practices, and the Supply Chain Management Framework is also required. You should be proficient in MS Office applications, possess strong report-writing and project management skills, and demonstrate leadership, problem-solving, and facilitation abilities. Personal attributes such as patience, trustworthiness, dependability, innovation, and analytical thinking are equally important, as is the capacity to perform under pressure and remain self-motivated and creative.
Your primary duty will be to monitor and enforce compliance with the OHS Act, National Building Regulations, PFMA, GIAMA, and relevant SANS standards across all departmental facilities. This involves developing and maintaining compliance monitoring frameworks, checklists, and registers for Total Facilities Management contracts. You will conduct regular compliance audits and site inspections of service providers and contractors, verifying that they meet service level agreements and statutory requirements. You will also review Facility Condition Assessment reports and other technical documentation, escalating any non-conformances for corrective action. Additionally, you will evaluate bids and appointments of professional service providers to ensure they align with the Supply Chain Management Framework and government procurement prescripts. Liaising with regulatory bodies, statutory councils, and internal departments such as Legal, Supply Chain, and Risk Management will be a key part of your work, as will compiling monthly and quarterly compliance reports and corrective action plans for management. You will support the development of standardised FM compliance policies and procedures, contribute to risk management processes, and assist project and contract managers in resolving compliance-related disputes.
This role requires a high level of integrity and attention to detail, as you will be the gatekeeper for regulatory adherence across a wide portfolio of buildings. Shortlisted candidates must be willing to undergo vetting and verification processes, and foreign qualifications must be evaluated by SAQA. The department is committed to employment equity and encourages applications from designated groups. If you are a proactive, technically sound professional with a passion for compliance and public service, this contract position offers a challenging and rewarding environment within a key national department.
