This position offers a significant opportunity for a qualified electrical engineer to step into a senior management role within the Electrical Engineering Services unit at the Department of Public Works Head Office in Pretoria. With two posts available, the successful candidates will operate at the centre of government infrastructure delivery, taking direct responsibility for ensuring that departmental electrical infrastructure remains functional, safe, compliant and financially sustainable through sound technical management, diligent contract oversight and strategic maintenance planning.

Applicants must hold a BSc, BEng or BTech in Electrical Engineering at NQF level 7 as recognised by SAQA, along with at least three years of post-qualification electrical engineering experience specifically within building services. A valid driver's licence is essential. The department requires professionals with a thorough working knowledge of the Occupational Health and Safety Act, the Public Finance Management Act, the National Building Regulations and government procurement systems in the built environment. Familiarity with the Supply Chain Management Framework and government budget procedures is also expected, as is a solid grasp of best practice within integrated facilities management. Strong computer literacy across the MS Office suite, including MS Project, must be supported by well-developed report-writing, planning, organising, project management, leadership, problem-solving, facilitation and communication skills. The ideal candidate is described as patient, understanding, trustworthy, dependable, innovative, hardworking and analytical, with the self-motivation and creativity to work effectively under pressure.

The core duties revolve around the condition assessment, maintenance and lifecycle management of electrical engineering infrastructure. The incumbent will assess and report on the state of electrical infrastructure, provide technical evaluation of bids submitted by professional service providers and contractors, and take sole accountability for planning, coordinating and managing all technical facilities management activities and projects. Responsibilities extend to overseeing the maintenance of building assets across the electrical, mechanical and plumbing disciplines, including standby generators, UPS systems, transformers, lighting installations and medium- and low-voltage networks. The role further entails supervising service providers to deliver preventive and corrective maintenance programmes, attending to all maintenance requests, and ensuring the ongoing performance and reliability of assets in line with operational standards. Quality control over the work of consultants and contractors during project execution is a critical function, alongside assisting project managers in resolving technical disputes and auditing final professional electrical engineering and construction contract accounts. The incumbent will also develop, implement and regularly update standardised electrical engineering practice manuals, participate in administering Total Facilities Management contracts for electrical services, and monitor service level agreement compliance and contractor performance. Monthly site inspections are required to verify work executed against payment claims and to report on quality and programme compliance, as are detailed Facility Condition Assessments that produce condition reports complete with remedial cost estimates and prioritised intervention plans.

Prospective applicants should note that this is a government position subject to the Public Service Regulations, and shortlisted candidates must be willing to undergo normal vetting and verification processes. Applications must be submitted on the prescribed Z83 form accompanied by a detailed CV, with certified copies of qualifications required only at the shortlisting stage. Foreign qualifications must be evaluated by SAQA. Given the anticipated volume of responses, receipt of applications will not be acknowledged and correspondence will be limited to shortlisted candidates; those who have not been contacted within three months of the closing date should regard their application as unsuccessful.
