The Control Works Manager for Civil and Structural Engineering Services is a twelve-month contract position based at the Head Office in Pretoria, within the Department of Public Works. This is a technical leadership role that forms part of the department’s engineering services unit, with a strong focus on infrastructure asset management, project oversight, and compliance with the relevant legislative frameworks. The position is graded within the Occupational Specific Dispensation, reflecting the specialised nature of civil and structural engineering work in the public sector.
Candidates applying for this position must hold a BSc, BEng, or BTech degree in Civil or Structural Engineering at NQF level 7, as recognised by SAQA, together with at least three years of post-qualification experience in civil or structural engineering within building services. A valid driver’s licence is required. The role demands a sound working knowledge of the Occupational Health and Safety Act, the Public Finance Management Act, the National Building Regulations, and government procurement systems applicable to the built environment. In addition, applicants should be familiar with integrated facilities management best practice, supply chain management frameworks, and government budget procedures. Strong computer literacy in MS Office applications, including Word, Excel, PowerPoint, Project and Outlook, is essential, along with report-writing, project management, planning, organising, leadership, problem-solving, facilitation and communication skills. The department seeks someone who is patient, understanding, trustworthy, dependable, innovative, hardworking and analytical, with the ability to work under pressure and remain self-motivated and creative.
The main duties of the role are broad and include assessing and reporting on infrastructure condition, technically evaluating professional service provider and contractor bids, and taking sole accountability for planning, coordinating and managing all technical facilities management activities and projects. The incumbent must ensure building assets are maintained from a structural engineering perspective, and that civil and structural infrastructure is efficiently, financially and optimally maintained. This includes supervising service providers delivering preventive and corrective maintenance programmes, attending to maintenance requests in line with operational standards, and conducting quality control over consultants and contractors during project execution. The manager will assist project managers in resolving technical disputes, review and audit final civil and structural engineering accounts and construction contract final accounts, and update standardised engineering practice manuals for the department. The role also involves participating in the administration and performance monitoring of Total Facilities Management contracts, conducting monthly site inspections to monitor project progress and verify work against payment claims, and performing detailed Facility Condition Assessments with remedial cost estimates and prioritised intervention plans.
Applicants should note the application requirements: the prescribed Z83 form must be fully completed, signed, initialled and dated, and a detailed CV attached. Certified copies are only required for shortlisted candidates. Successful candidates must be willing to undergo vetting and verification processes, and foreign qualifications must be evaluated by SAQA. Enquiries may be directed to the official named in the vacancy notice.
