This is a senior leadership position within the Department, based at the Durban Regional Office, and it carries executive accountability for the entire supply chain management function. As the Director, you will be responsible for ensuring that the directorate operates with full compliance, efficiency, and strategic foresight. The role sits within the Senior Management Service, meaning the package is structured according to the rules of that service, and it demands a candidate who can lead a multidisciplinary team while navigating complex legislative and administrative environments.

To be considered, you will need a recognised qualification at NQF level 7 in Supply Chain Management, Procurement, Accounting, Logistics, Law, or a related field such as Public Management, as accredited by SAQA. In addition, you must have at least five years of experience at middle or senior managerial level within supply chain management or procurement, including direct experience leading multidisciplinary teams. A post-graduate qualification at NQF level 8, together with more than five years of relevant management experience, will be a strong advantage. You must also hold a valid driver’s licence, be willing to undergo a security clearance, and be able to adjust working hours as required to meet the demands of the role.

Expert knowledge is essential. You are expected to have a thorough command of the Public Finance Management Act and Treasury Regulations, so that the directorate’s activities withstand Auditor-General scrutiny. Familiarity with government budgeting systems, including the Medium-Term Expenditure Framework and Estimates of National Expenditure, is required, as is a deep understanding of the Government SCM Framework and the Preferential Procurement Policy. You should also be conversant with GRAP and GAAP financial reporting standards, and proficient in government financial systems such as BAS and LOGIS. Your skillset must include executive management and planning, programme and project management, high-stakes decision-making, strategic research and data analysis, numerical and financial analysis, technical report writing, executive diplomacy, strategic communication, and complex problem-solving.

The core duties involve directing SCM governance, policy design, and continuous improvement to ensure full alignment with National Treasury prescripts. You will architect and oversee internal control systems to prevent irregular and wasteful expenditure, and lead the modernisation of business processes by introducing digital tools and automated workflows. You will also consolidate regional demand and procurement plans, ensuring that procurement strategies are data-driven and aligned with both departmental needs and socio-economic objectives. Personal attributes such as analytical rigour, unwavering trustworthiness, dedicated leadership, and the ability to maintain peak performance under pressure are central to success in this post. This is an exacting executive role for someone who can operate with strategic creativity and diplomatic authority while fostering a high-performance culture within the directorate.
