This senior management position, based at the National Office in Midrand, is a key leadership role within the Office of the Chief Justice, specifically situated in the Administration and Governance Support Service. The Director will provide high-level administrative and governance support to the Secretary General, ensuring that the office operates efficiently within the legal and parliamentary framework. The role sits at the intersection of legal administration, intergovernmental relations, and strategic management, making it essential for a candidate who understands both the substance of legal processes and the operational demands of public service governance.
Applicants must hold a Bachelor of Laws or a related legal qualification at NQF level 7 as recognised by SAQA, together with at least five years’ experience at middle or senior management level. Crucially, at least three of those years must have been specifically in the field of legal administration. A valid driver’s licence is required, and the successful candidate must have completed the Nyukela Public Service Pre-entry Programme endorsed by the National School of Government prior to appointment. The role demands extensive knowledge of the Constitution, parliamentary operations, legislative frameworks, the Medium Term Strategic Framework, the National Development Plan, and Treasury and PFMA regulations. Candidates should also be well versed in government legislation, monitoring and evaluation methods, legislative drafting, and the broader systems and structures of government. Strong problem-solving, analytical, negotiation, communication, presentation, research, planning, and financial management skills are essential, along with computer literacy in MS Office. Personal attributes expected include strategic capability and leadership, programme and project management, change and knowledge management, service delivery innovation, people management and empowerment, client orientation, honesty, and integrity.
The core duties involve managing administrative support to the Secretary General in relation to compliance functions, legal and general research, and the portfolio committee programme. The Director will oversee research activities, draft advisories, and ensure proper record management, knowledge systems, policies, and procedures are in place. The role also requires liaison with other government departments and agencies to facilitate smooth intergovernmental cooperation and information sharing. Additionally, the Director will coordinate matters emanating from Parliament’s participation in intergovernmental relations, as well as Judiciary events and programmes. Managing the Directorate as a whole, including its staff and resources, is a central responsibility. Shortlisted candidates will be required to undertake a pre-entry practical exercise as part of the assessment process to determine suitability against the technical and generic requirements of the post. The organisation has indicated that preference will be given to candidates in line with its Employment Equity goals, and the successful appointee will be expected to sign a performance agreement as part of the all-inclusive senior management package.
