This permanent position, based at the Central Office of Goldfields TVET College in the Free State province, offers an opportunity for a seasoned financial professional to lead the financial accounting unit within a public post-school education and training environment. Operating at a supervisory level within the college’s finance directorate, the Assistant Director is responsible for ensuring the integrity, compliance, and accuracy of all financial transactions and reporting, in line with the regulatory frameworks governing the sector. The role sits within a broader context of public service accountability, requiring a thorough understanding of the Public Finance Management Act, Treasury Regulations, the Public Service Act and Regulations, as well as the specific legislative environment of the PSET and CET Acts. The incumbent will also need to be conversant with the National Student Financial Aid Scheme and related legislation, given the college’s role in administering student funding.

Candidates must hold a Senior Certificate or Grade 12, or an NCV Level 4 qualification, complemented by a recognised three-year National Diploma at NQF Level 6 or a Bachelor’s degree at NQF Level 7 in Financial Management or a closely related field. A minimum of three to five years of experience at a supervisory level within a financial accounting environment is required, along with a valid driver’s licence and proficiency in Microsoft Office. Practical knowledge of financial management systems, specifically SAGE, Coltech, and BAS, is essential. The successful applicant will demonstrate strong report-writing skills, financial acumen, problem-solving ability, leadership, and the capacity to perform under pressure while meeting strict deadlines.

The core duties are comprehensive and demanding. The role entails coordinating and overseeing the budget preparation process, implementation, monitoring, and expenditure control. This includes preparing Annual Financial Statements and managing the month-end and year-end financial closure processes. The Assistant Director will review and analyse expenditure reports, distributing these to budget holders and gathering their input on spending status. Other key responsibilities include overseeing monthly bank and creditor reconciliations, ensuring the accurate allocation of all monies received, and aligning the asset register with the general ledger. The incumbent must also ensure that stock and inventory are accurately accounted for in line with the accounting system and that all transactions meet correct audit assertions. A significant portion of the role involves liaising with both internal and external auditors to ensure full compliance with audit requirements. Furthermore, the position carries a strong managerial component, requiring the supervision of staff to deliver an effective financial accounting service, the management of operational processes and resources, and the handling of human, financial, and other unit resources. This includes managing staff development, performance, and performance agreements.

This is an OSD-graded role with a competitive salary and benefits package. The college is an equal opportunity employer, and preference will be given to candidates from designated groups, particularly with regard to race, gender, and disability. Shortlisted applicants will undergo a vetting process, including criminal record, citizenship, credit record, qualification, and employment verification, and will be required to complete two pre-entry assessments: a practical exercise and an integrity assessment. Candidates should note that all costs incurred for applications and interviews are for their own account, and only shortlisted applicants will be contacted.
