This position offers an opportunity to contribute to the operational efficiency of a major public healthcare facility as an Administration Clerk specialising in Supply Chain Management (SCM), with a specific focus on acquisition management. Based at Groote Schuur Hospital in Observatory, the role is a critical support function within the hospital’s broader procurement and logistics framework, ensuring that goods and services are sourced and delivered in compliance with public sector regulations. The successful candidate will join a dedicated SCM team, working to maintain adequate stock levels and facilitate the smooth flow of purchasing activities that keep the hospital fully operational. This is a demanding yet rewarding environment that requires a methodical approach, resilience under pressure, and a solid understanding of procurement processes within the public health sector.
To be considered for this role, applicants must hold a Senior Certificate or equivalent, with Mathematics or Accounting as a passed subject. Alternatively, candidates with a Senior Certificate or equivalent who can demonstrate relevant experience and competencies aligned with the key performance areas of the post will also be considered. Crucially, the position requires appropriate prior experience in Supply Chain Management, specifically within the public sector. A thorough working knowledge of Public Sector Procurement and Supply Chain Management processes and procedures is essential, as is familiarity with the legislation and regulations governing acquisition management. Candidates should also possess practical knowledge of the SCM framework, the Accounting Officer system, Provincial Treasury Instructions, Practice Notes, and delegations issued in terms of section 44 of the PFMA. Computer literacy is a must, along with hands-on experience using procurement-related systems such as SYSPRO, EPS, and ESL. Strong communication abilities, both verbal and written, are necessary for liaising effectively with suppliers and internal end-users, while the capacity to work well under pressure is non-negotiable in this fast-paced hospital setting.
The core duties of the role are varied and integral to the procurement cycle. The Administration Clerk will be responsible for preparing quotation batches for review by the Quotation Committee, ensuring that all documentation is complete and compliant. This includes sourcing quotations for goods and services through the electronic procurement system, processing buyouts, managing mini contracts, handling staggered orders, and procuring from existing contracts to guarantee uninterrupted supply of stock. The role also involves processing and expediting purchase orders to ensure timely delivery, as well as maintaining clear and consistent communication, follow-ups, and feedback with both suppliers and internal end-users. Beyond these transactional responsibilities, the post holder is expected to serve as an active member of the innovation team within SCM, contributing ideas to improve processes and work methods. This aspect of the role highlights the department’s commitment to continuous improvement and efficiency in public service delivery.
This is an OSD-graded position, and interested applicants should note that only online applications are considered. Shortlisted candidates may be required to undergo a practical test as part of the selection process, which will assess their applied knowledge and skills. Importantly, no payment of any kind is required when applying for this post, and applicants should be wary of any requests for money. This vacancy is part of a broader circular and represents a valuable chance for an experienced procurement professional to apply their skills in a meaningful public service context, supporting the vital work of one of South Africa’s most renowned hospitals.
