The Senior Administrative Officer: Finance (Expenditure and Budgets) is a key management support position based at the Red Cross War Memorial Children's Hospital in Rondebosch. Operating within the hospital's finance unit, the role exists to assist the Assistant Director: Finance in delivering the hospital's broader strategic objectives. The post centres on overseeing the Creditors section, ensuring that financial transactions, budgets, and reporting functions run smoothly, accurately, and in full compliance with public sector regulations. This is a supervisory-level role that requires a blend of technical financial expertise, leadership ability, and hands-on systems knowledge, making it suitable for an experienced finance professional seeking to contribute to a specialised paediatric hospital environment.

To be considered, candidates must hold an appropriate National Diploma at NQF level 6 or an equivalent qualification, together with relevant experience in finance that directly covers the key performance areas of the post. This includes working experience and practical skills in BAS, LOGIS, or other suitable financial systems, as well as PERSAL. Supervisory experience is also required, because the successful candidate will manage staff within the Creditors section. In addition, the post demands a thorough understanding of the legislative and prescriptive framework governing public finance, including the PFMA and National Treasury Regulations. Knowledge of Annual Financial Statements, budget and expenditure processes, suspense accounts, SCOA codes, and the ability to generate and interpret reports from LOGIS and BAS are all essential. The ideal candidate will be computer literate, have sound knowledge of the Disciplinary Code, and possess strong leadership, managerial, and problem-solving skills. The ability to work under pressure and independently is also highlighted as critical, given the deadlines and accountability inherent in hospital finance operations.

In day-to-day practice, the Senior Administrative Officer will manage the Creditors section to achieve its goals and targets, ensuring that invoices, payments, and creditor accounts are processed timeously and correctly. The role involves the authorisation of transactions on both LOGIS and BAS, as well as the effective maintenance and clearing of assets and liabilities accounts and the management of debtor accounts. The officer is also responsible for the preparation of accurate and timely reports on the Annual Financial Statements, ensuring that the hospital meets its reporting obligations. A significant part of the work involves interpreting and applying financial policies, regulations, and instructions, and ensuring that all staff in the section adhere to these requirements. The post also carries a people-management component: conducting quarterly evaluations, providing training, managing staff performance and development, and ensuring that the team operates in line with the public service disciplinary framework.

This vacancy is advertised as part of a public service circular, and the post is based at the hospital itself, placing the successful candidate within a dynamic clinical environment where financial administration directly supports patient care. As with all such posts, the appointment will be subject to the department's recruitment and selection processes, and no payment of any kind is required when applying. Enquiries are directed to a named contact official within the hospital, and the role is graded as a senior administrative finance position with a competitive annual salary. The successful candidate should be prepared to work closely with hospital management and finance teams to maintain strong financial governance and operational efficiency at this leading children's hospital.
