This advertisement invites applications for two Community Development Supervisor posts based in Postmasburg within the Zwelintlanga Fatman Mgcawu District. The positions form part of the Department of Social Development's community development structure and are graded according to the Occupation Specific Dispensation (OSD), meaning the remuneration is set within the public service salary scales for this profession. As a supervisor, the incumbent will be responsible for leading a team of community development practitioners and ensuring that integrated community development interventions are identified, facilitated and implemented in partnership with the local community and a range of stakeholders. The role is central to fostering self-empowerment and sustainable development within the district.
To be considered, applicants must hold a Bachelor's Degree at NQF Level 7 in Community Development, Development Studies or Social Science. A valid driver's licence is essential, as is a minimum of seven years of recognised experience in community development gained after obtaining the required qualification. The role demands a solid understanding of human behaviour, social systems and relevant legislation, as well as the ability to coordinate community structures, manage projects, and influence individuals and groups to participate in their own development. Strong presentation, problem-solving, computer, communication, research, report-writing, financial management and supervisory skills are also required.
The core duties involve supervising and supporting community development practitioners to ensure effective communication and collaboration with all relevant role players, including government departments at national and provincial levels, non-governmental organisations, local community structures and faith-based organisations. The supervisor will facilitate intersectoral collaboration and integrated planning to establish lasting partnerships and ensure the sustainability of development initiatives. Other responsibilities include mentoring, coaching and advising practitioners, managing the sub-unit, monitoring and evaluating non-profit organisations, providing administrative, educational and supportive functions, and staying abreast of new developments in the community development field to enhance service delivery.
The selection process includes several pre-conditions. Applications must be submitted online using the prescribed Z83 form and a detailed CV. Shortlisted candidates will need to produce certified copies of their qualifications, identity document and driver's licence before or on the day of the interview. Social service professionals must also provide proof of registration with the South African Council for Social Service Professions (SACSSP) and a certificate of service for recognition of previous experience. Foreign qualifications must be evaluated by SAQA. All shortlisted candidates will undergo a practical exercise and an integrity assessment, and successful candidates will be subjected to personnel suitability checks, security clearance, and a twelve-month probation period. Interviews will be held at the Provincial Office in Kimberley. Candidates who do not receive feedback within three months of the closing date should consider their application unsuccessful. The department reserves the right not to fill the posts.
