The Limpopo Department of Health is advertising a senior vacancy for a Deputy Director of Human Resource Management and Development at its Sekhukhune District Office. This post, graded at Level 11 with an all-inclusive remuneration package, is a strategic leadership role within the district, tasked with aligning the human resource function with broader departmental objectives. The Deputy Director will serve as a key advisor and manager, overseeing the district's HR machinery to ensure the workforce is efficiently provisioned, developed, and supported in line with legislative requirements and organisational goals.
Applicants need a National Senior Certificate or Grade 12/Matric, plus an NQF level 6 qualification in Human Resource Management or Development, Public Management or Administration, or an equivalent SAQA-recognised qualification. They must have at least five years of relevant HR management and development experience, with at least three of those years at junior management or Assistant Director level. The role requires solid computer literacy in MS Outlook, Word, Excel and PowerPoint, along with confidence in using virtual meeting platforms. A valid driver's licence is essential, except for candidates with disabilities, who are exempt from this requirement.
A thorough command of the legal and regulatory framework is critical, including the Public Service Act of 1994, the Public Service Regulations of 2016, the Labour Relations Act, the Public Finance Management Act, the Basic Conditions of Employment Act, the Employment Equity Act, the Skills Development Act, and the Occupational Health and Safety Act. Familiarity with performance management systems, HR provisioning administration, public service administration, and HR policies is also expected. The successful candidate should demonstrate strong problem-solving, communication, facilitation, leadership, analytical, listening, negotiation, conflict resolution, and report-writing skills, together with innovation, technical proficiency, and quantitative presentation abilities. Personal qualities such as honesty, integrity, professionalism, accuracy, confidentiality, cooperation, flexibility, responsiveness, and a proactive, supportive team-player attitude are vital for this demanding environment.
Key duties include developing and ensuring the implementation of HR policies, guidelines, and procedures; managing human resource practice and administration services; overseeing human resource development and information management; and managing the physical and human resources of the unit. This includes ensuring compliance with applicable legislation, driving effective HR provisioning, promoting skills development, and maintaining reliable HR information systems. The Deputy Director will also support transformation and employment equity objectives in line with the Employment Equity Act, thereby contributing to a fair, representative, and ethical public service within the Sekhukhune District.
As with all departmental posts, this vacancy is subject to the prescribed public service recruitment process. Shortlisted candidates will be invited to interviews, where they must produce certified copies of their qualifications, identity documents, and any relevant professional registrations. Applicants with foreign qualifications are responsible for obtaining SAQA evaluation of their credentials prior to appointment. The selection process may also include pre-entry assessments, such as practical exercises and integrity checks, which form part of the interview scoring. Completed applications are submitted through the official online platform using the new Z83 form and a comprehensive curriculum vitae, and candidates are reminded that all information provided must be accurate and complete to avoid disqualification. The department welcomes applications from suitably qualified individuals who are ready to contribute meaningfully to human resource leadership in the public health sector.
