This is a senior management position within the Limpopo Department of Health, based in the Vhembe District, offering an all-inclusive remuneration package at a level typically associated with an SMS post. The District Executive Manager serves as the strategic and operational head of the district health system, with overall responsibility for planning, directing and coordinating health services across both primary health care facilities and hospitals. The role sits at the centre of district governance, bringing together clinical service delivery, financial management, corporate support, information technology and inter-sectoral partnerships to ensure the district meets its service delivery objectives.
To be considered, candidates must possess a National Senior Certificate, Grade 12 or Matric, and an undergraduate qualification in any health field at NQF level 7, recognised by the South African Qualifications Authority (SAQA). A postgraduate qualification in Public Health is a strong recommendation. At least five years' experience at senior management level is required, together with computer literacy in MS Outlook, Word, Excel and PowerPoint, as well as proficiency in virtual meeting platforms. A valid driver's licence is also required, with a concession for people with disabilities. The successful candidate will be expected to demonstrate sound knowledge of key legislative frameworks including the Public Service Act, the Public Service Regulations, the Public Finance Management Act, the Employment Equity Act, the Skills Development Act, and the Occupational Health and Safety Act. Strong people management, problem-solving, communication, leadership, decision-making, change management and conflict management skills are essential.
In terms of duties, the District Executive Manager is responsible for providing leadership and setting strategic goals and objectives for the district. This includes managing primary health care services, hospital services, financial management services, corporate services, corporate governance and planning, and information management and technology. The manager must develop, apply and execute policies and procedures relating to the functioning of the district, ensure effective and efficient service delivery, and manage, monitor and evaluate the provision of health services. The post also involves forging links and partnerships with both formal and informal sectors, and managing human and financial resources in accordance with relevant directives and legislation. This is a demanding role that requires a holistic understanding of health systems and public administration, as well as the ability to lead multidisciplinary teams within a complex government environment.
There are several important conditions attached to this vacancy. Applications must be submitted online, and the application process requires the fully completed and signed new Z83 form, accompanied by a comprehensive CV. Applicants with foreign qualifications are responsible for obtaining SAQA evaluation and providing proof thereof. Shortlisted candidates will be required to attend an interview and submit certified copies of their qualifications, identity document, and any statutory registration documents. In line with SMS regulations, all shortlisted candidates will undergo two pre-entry assessments – a practical exercise and an integrity/ethical conduct assessment – and those who progress may be subjected to psychometric assessments. The department also emphasises that applicants must read the conditions and requirements before applying, as failure to comply with instructions could lead to disqualification. This is a pivotal role for an experienced health administrator looking to make a significant impact on public health service delivery in a large district.
