The Deputy Director: Monitoring and Evaluation will operate within the Strategic Health Programme cluster, playing a pivotal role in establishing and maintaining a robust provincial monitoring and evaluation system. This is a senior management role, graded at Level 11 with an all-inclusive salary package, that sits at the heart of the province’s efforts to track, measure and improve public health outcomes, particularly for HIV, ART, TB, and Maternal, Child and Women’s Health (MCWH) programmes. The incumbent will work closely with provincial programme managers, district staff, research institutions and data managers, ensuring that health information is accurate, accessible and used to inform strategic decisions.

A minimum of three to five years’ experience in monitoring and evaluation within public health programmes at junior management level is required, along with similar experience applying epidemiological or statistical concepts to public health data analysis, preferably working with HIV, ART, TB and MCWH datasets. A strong understanding of the public health system, health information production, routine data processes, cohort monitoring, and data quality improvement is essential. Practical experience in data mining, analysing cohort reports, and working with webDHIS indicators in the public health sector is required, as is demonstrated proficiency in statistical packages such as STATA or SPSS and data visualisation tools. A valid driver’s licence and computer literacy are essential, as is prior experience supporting the public health sector. Knowledge of the National Strategic Plan for HIV, TB and STIs 2023-28, the KZN Provincial Strategic Plan for HAST 2023-28, the SDG goals, the 95-95-95 HIV and TB targets, the DORA framework, and the Departmental Monitoring and Evaluation Framework is required.

The core duties involve designing and implementing the provincial Strategic Health monitoring and evaluation system, developing review tools, ensuring approved indicators and targets are used, and measuring programme progress with recommendations for improvement. The role requires preparation of HAST and MCWH programme reports in compliance with DORA, APP, MTDP, MEC Budget Speech, SHP Dashboard and Treasury reporting requirements, while maintaining the SHP information repository and coordinating monthly, quarterly and annual reports. The post holder will generate dashboard reports, conduct in-depth analysis of ART quarterly cohort data, and compile reports for programme managers. Other responsibilities include supporting surveys such as the HIV/ANC survey, conducting mid-term and year-end district reviews, monitoring the implementation of Quality Improvement Projects, providing monthly performance feedback to districts, and assisting with the introduction and support of new health information systems at facility level. The role also involves capacity building for district M&E personnel, policy development and compliance monitoring, and strategic planning with programme managers, all aimed at strengthening the province’s health response.
