This position is located within the Maintenance directorate at the Thellemogoerane Facility Maintenance Hub, with a specific focus on boiler systems. As a Chief Artisan graded under the Occupation Specific Dispensation (OSD), the successful candidate will serve as a senior technical leader responsible for overseeing mechanical work related to boilers across the facility. The role exists to ensure that technical services are delivered safely, efficiently, and in full compliance with statutory regulations, while also managing the human and physical assets required for maintenance operations.

To be considered for this role, applicants must possess an appropriate Trade Test Certificate along with a minimum of ten years of post-qualification experience as an Artisan or Artisan Foreman. Proof of this recognised experience will be requested for shortlisted candidates, so accurate documentation is essential. A valid driver’s licence is also required. Strong technical knowledge is expected, specifically of the National Building Regulation and Building Standards Act, relevant municipal regulations, the Promotion of Access to Information Act, the Promotion of Administrative Justice Act, the Government Immovable Asset Management Act, and the Occupational Health and Safety Act, including their associated regulations. In addition, candidates should demonstrate planning and organising skills, effective verbal and written communication, computer literacy, and attributes such as teamwork, change management, financial management, customer focus, and responsiveness.

The duties of the post are broad and centre on managing technical services in conjunction with technicians and artisans across field, workshop, and technical office settings. The Chief Artisan must actively promote safety in line with statutory and regulatory requirements, provide inputs into technical manuals, standard drawings, and procedures to incorporate new technology, and ensure quality assurance according to specifications. Financial responsibilities include providing inputs into the budgeting process, compiling and submitting reports as required, and consolidating inputs into the technical operational plan. Database updates, asset management, and the supervision of artisans and related personnel are also key. The role further requires undertaking research and literature studies to improve technical expertise, liaising with relevant bodies and councils on technical matters, and managing the development, motivation, and utilisation of human resources to maintain a competent knowledge base. Performance management of subordinates is critical, involving the setting and monitoring of performance standards and taking corrective action where necessary to achieve departmental objectives.

Other important information relates to the department’s commitments and selection processes. The Department of Community Safety encourages youth, people with disabilities, and candidates from specific designated groups, particularly coloured, Indian, and white applicants, to apply. A confirmation of disability from a registered medical practitioner must accompany applications from persons with disabilities. Shortlisted candidates will be required to undergo two pre-entry assessments: one practical exercise and one integrity (ethical conduct) assessment. Panel scoring on these technical exercises will be part of the interview process. Suitable candidates will also be subject to personnel suitability checks covering vetting, criminal records, citizenship, credit records, qualification verification, and employment verification. The department reserves the right not to make an appointment and may use alternative recruitment processes. Candidates should note that placement will depend on corridor coordination and departmental needs, and that only shortlisted applicants will be contacted within three months of the closing date.
