The Department of Community Safety is seeking a qualified and experienced Control Works Inspector: Building to join its Maintenance directorate, based at the Springs District Maintenance Hub. This supervisory-level technical role sits at the heart of the province’s building maintenance function, with responsibility for overseeing both routine upkeep and minor new works projects across the district. The position requires a hands-on professional who can manage contractors, guide subordinate works inspectors, and ensure that all building-related work meets legislative standards, quality control benchmarks, and project deadlines. Operating within the public sector, the role also supports broader transformation objectives, including the promotion of SMMEs, BBBEE entities, public-private partnerships, and the Extended Public Works Programme.

To be considered for this post, applicants must possess a National Diploma in the T/N/S streams or an equivalent qualification, alternatively an N3 certificate combined with a passed trade test in the building environment, or registration as an Engineering Technician. A minimum of six years of relevant, appropriate experience is required, along with a valid driver’s licence. The ideal candidate demonstrates excellent spoken and written communication, sound technical knowledge of the building industry, and a firm grasp of relevant legislation and quality control standards. Strong organisational ability, a methodical approach, effective prioritisation under pressure, meticulous attention to detail, and collaborative teamwork are all essential. Personal attributes include people-centredness, professionalism, collective responsibility, honesty, integrity, strong ethics, and a commitment to Batho Pele principles.

The core duties are wide-ranging and demanding. The successful candidate will allocate tasks and projects for the maintenance of existing buildings and minor new works, monitor progress and expenditure, and attend monthly project progress meetings with clients and stakeholders. They must keep the Works Control System updated, provide reports and estimates, and recommend and monitor expenditure and payments. Tender documentation, specifications, and bills of quantities must be prepared and checked for accuracy. Effective contract administration is central, including resolving disputes, verifying invoices, certifying progress payments, processing variation orders and extension requests, briefing contractors, and certifying fee claims. The role also involves developing and interpreting plans and sketches, drawing up quotation and bid documents, adjudicating tenders, and advising contractors and consultants on compliance with legislation, regulations, and procedures. Furthermore, the incumbent will investigate customer complaints, identify new needs and repair requirements, facilitate resolution of project problems, produce progress reports, and ensure quality control over the work of Works Inspectors. Supervision of subordinates includes identifying skills development needs, providing training opportunities, administering the departmental performance and development system, and monitoring the proper utilisation of equipment, stores, and expenditure.

This is a government position with a structured application and selection process. Shortlisted candidates will be required to undergo pre-entry assessments, including a practical exercise and an integrity assessment, as well as personnel suitability checks covering vetting, criminal records, citizenship, credit records, and verification of qualifications and employment history. Foreign qualifications must be accompanied by a SAQA evaluation certificate. The department encourages applications from youth, people with disabilities, and candidates from designated groups, with confirmation of disability required from a registered medical practitioner. Placement will be determined according to corridor coordination and departmental needs, and the department reserves the right not to fill the post or to utilise alternative recruitment processes.
