The duties are broad and encompass the full lifecycle of maintenance and minor new works projects. The post holder will allocate tasks and monitor progress and expenditure on current maintenance and minor new projects, attending monthly progress meetings with clients and stakeholders. They will ensure the Works Control System remains updated, provide reports and estimates, and recommend and monitor expenditure and payments. Accuracy in tender documents, specifications, and bills of quantities is critical, as is managing contracts through effective dispute resolution. The role also involves promoting SMMEs, BBBEE initiatives, PPPs, and the Extended Public Works Programme, including gathering and submitting related information. Further responsibilities include investigating customer complaints, developing and interpreting plans and sketches, compiling quotations and bid documents, adjudicating bids, and liaising on technical aspects. The incumbent will guide contractors and consultants on legislative and procedural compliance, verify invoices, certify progress payments, process variation orders, brief contractors, and certify claims for fees. Supervisory duties include managing the performance and conduct of Works Inspectors, identifying skills development needs, providing training, and administering the departmental performance and development system.
