This position offers a professional Quantity Surveyor the opportunity to join the Gauteng Department of Community Safety’s infrastructure delivery unit, based at the Head Office in Johannesburg. There are seven posts available, distributed across three directorates: Infrastructure Delivery Southern Cluster, Hospitals Infrastructure Delivery (two posts), Other Health Facilities, and Other Provincial Departments Infrastructure Delivery. The role is a production-level quantity surveying post, graded as Production Grade A to C, and forms part of the department’s broader immovable asset and capital project delivery framework. Successful candidates will be expected to operate within a multi-disciplinary environment, providing expert cost management and quantity surveying services across a portfolio of government building and health facilities projects. The appointment package is structured on the Occupation Specific Dispensation (OSD) system, with the offer calibrated according to recognised post-registration experience.

Applicants must hold a Degree in Quantity Surveying or a relevant equivalent qualification, coupled with at least three years of post-qualification experience as a Quantity Surveyor. Registration with the South African Council for the Quantity Surveying Profession (SACQSP) as a Professional Quantity Surveyor is a firm requirement, as is a valid driver’s licence. The department seeks candidates with a sound working knowledge of relevant legislation and frameworks, including the Public Service Act of 1994, Public Service Regulations of 2016, the PFMA and Treasury Regulations, provincial and departmental supply chain management policies, the Government Immovable Asset Management Act of 2007, the National Building Standards Act of 1977, and the Occupational Health and Safety Act of 1993. In addition to technical depth, the role demands strong decision-making, analytical, problem-solving, team leadership, financial management, conflict management, and communication skills, along with computer literacy, creativity, self-management, customer focus, and the ability to produce technical reports and conduct research.

The core duties revolve around coordinating professional teams on all quantity surveying aspects, ensuring adherence to quantity determination standards, and providing technical support and advice during cost evaluations. The post holder will be responsible for reviewing cost determinations and estimates prepared by building designers or sub-professional personnel, developing quantity surveying policies, methods, and practices, and proposing solutions where non-compliance with quantity determination standards is identified. The role also includes supervising quantity survey work and processes, mentoring and training candidate quantity surveyors and technical staff to support skills transfer, and administering performance management and development within the team. Financial responsibilities include monitoring and controlling expenditure, reporting on service delivery, and preparing consolidated inputs for resource utilisation. The incumbent must also undertake continuous professional development in line with SACQSP guidelines, conduct research or literature studies to strengthen technical expertise, and liaise with relevant professional bodies and councils on quantity surveying matters. Ensuring adherence to procurement, supply chain management, and human resource administration regulations is another key area of accountability.

Shortlisted candidates will be required to provide proof of recognised experience and will undergo pre-entry assessments, including a practical exercise and an integrity assessment, with both scored as additional interview criteria. Personnel suitability checks including vetting, criminal record, citizenship, credit record, qualification and employment verification will also be conducted. The department encourages youth, people with disabilities, and candidates from designated groups, including coloured, Indian and white applicants, to apply; a confirmation of disability from a registered medical practitioner must accompany applications from people with disabilities. Applicants with foreign qualifications must submit a SAQA evaluation certificate. This is a demanding professional role for a registered Quantity Surveyor who is ready to contribute to public sector infrastructure delivery while developing both technical and leadership competencies within a government setting.
