This is a multi-post opportunity for experienced structural or civil engineers to join a provincial government infrastructure delivery unit, with positions based at the Head Office in Johannesburg. The successful candidates will be appointed as Engineer Production at Grade A, B, or C under the Occupation Specific Dispensation (OSD), meaning the final salary offer is structured according to the applicable OSD rules and will take into account the candidate’s recognised post-registration experience. All eight posts are aimed at strengthening the department’s engineering capacity across various directorates, including infrastructure delivery for other provincial departments, engineering services, education and maintenance portfolios, and the asset management system and plans.

Applicants must hold a Bachelor of Engineering degree or a Bachelor of Science in Engineering in Structural or Civil Engineering, or an equivalent qualification, and must have at least three years of post-qualification engineering experience. Crucially, registration as a Professional Engineer with the Engineering Council of South Africa (ECSA) is mandatory, and candidates must also be in possession of a valid driver’s licence. The role demands a thorough working knowledge of key legislation and regulations, including the Public Service Act, the Public Finance Management Act and Treasury Regulations, the Government Immovable Asset Management Act, the National Building Standards Act, the Occupational Health and Safety Act, and the Engineering Profession Act, among others. Strong technical competencies in engineering design and analysis, programme and project management, computer-aided engineering applications, and legal compliance are essential, alongside personal skills such as decision-making, team leadership, creativity, analytical thinking, self-management, customer focus, communication, conflict management, problem solving, research, technical report writing, and networking.

The core responsibilities of the Engineer Production role involve planning, designing, operating, and maintaining engineering projects from conception to completion. Incumbents will be expected to develop cost-effective solutions that align with prescribed standards, evaluate and update existing technical manuals and standard drawings to incorporate new technology, and prepare tender specifications for engineering works. A significant part of the job is to review and approve engineering designs prepared by others, ensuring they comply with applicable norms, standards, and codes of practice. The role also carries a supervisory and developmental component, requiring the engineer to oversee the work of technicians, technologists, and candidate engineers, facilitate skills and knowledge transfer, and administer performance management. In addition, the post entails managing resources, preparing inputs for resource utilisation, ensuring compliance with procurement and personnel administration procedures, monitoring and controlling expenditure, and producing reports on both expenditure and service delivery outcomes.

As with all public service posts, the selection process is stringent. Shortlisted candidates will be required to undergo pre-entry assessments, including a practical exercise and an integrity assessment, and successful candidates will be subject to a personnel suitability check covering vetting, criminal records, citizenship, credit records, qualification verification, and employment history. The department actively encourages applications from youth, people with disabilities, and candidates from designated groups, including coloured, Indian, and white applicants, in line with its employment equity targets. Applicants with disabilities must attach a confirmation certificate from a registered medical practitioner to their application. Foreign qualifications must be accompanied by a SAQA evaluation certificate. It is important to note that only the fully completed and signed new Z83 form, accompanied by a comprehensive CV, is required at the application stage; certified copies of qualifications will only be requested from shortlisted candidates. This is a demanding but rewarding career opportunity for registered professional engineers who are ready to apply their technical knowledge to public sector infrastructure delivery and contribute to the development and maintenance of government immovable assets.
